Agricultural sector – New land certificates delivered to Mandoto

The mass distribution operation of land certificates, initiated by the Ministry of Territorial Development and Land Services, continued yesterday in Mandoto, in the Vakinankaratra region.

On the spot, the Minister Pierre Holder Ramaholimasy thus announced that 163,713 land certificates will be given to their beneficiaries through the thirty-three mayors of the rural communes of the six districts of the Vakinankaratra region (Ambatolampy, Antanifotsy, Antsirabe II, Betafo, Faratsiho and Mandoto).

As a reminder, this operation is part of the commitments of the President of the Republic to facilitate massive access to land for the population, in order to meet the land needs of the peasantry and for socio-economic development at the local level. Supported by the CASEF Project (Agricultural Growth and Land Security) of the Ministry of Agriculture and Livestock (MINAE), which project is financed by the World Bank, this operation began in 2017. The objective of this project “ to improve land tenure security whose plots are located in the targeted municipalities, through an adapted and inclusive approach”.

In this context, the achievements with the support of the CASEF Project in connection with the achievement of this objective, for Vakinankaratra, are: one hundred and seventy-two mayors and presidents of communal councils and one hundred and eight Land Office agents were trained in land management Decentralized land; thirty Offices Communal land counters rehabilitated and equipped with office furniture, computer equipment and solar kits with financial allocation to the communes; six Vakinankaratra Land Services equipped with computer equipment; thirty-three Local Land Occupation Plans made reliable and seventy-six PLOFs in the process of being implemented in collaboration with the topographic districts.

Yesterday’s ceremony in Mandoto for the official presentation of these land certificates was honored by the presence of the President of the Republic Andry Rajoelina and the World Bank’s operations manager for Madagascar, Marie-Chantal Uwanyligira. Several members of the government were also present.

On another level, it is indicated that the Vakinankaratra has also just, like the other regions which already have theirs, to acquire its satellite images. Very high resolution images covering an area of ​​15,599 km2.

These images are attached to the Laborde Madagascar projection for compliance and interoperability with the official mapping and topography devices in place.

For better accuracy, the FTM (Foibe Taosaritanin’i Madagasikara) carried out a densification mission of the existing geodetic points, serving as a link to the images.

Three geodetic points have been set up, accompanied by data sheets and a grid for transforming coordinates in WGS84 to Laborde Madagascar coordinates. Once the images had been calibrated to the Laborde Madagascar coordinates, their quality was checked by the FTM with very satisfactory results.
