After the attack in Paris, psychiatric monitoring of radicalized people enters the political debate

The attack which left one dead and two injured on Saturday, December 2, near the Eiffel Tower in Paris, relaunched the debate on the follow-up following their release from prison of radicalized prisoners who present psychological disorders. The Minister of the Interior, Gérald Darmanin, himself highlighted, on Monday, a “psychiatric failure” in monitoring the terrorist. A question that is all the more sensitive since 20% of individuals registered in the file for processing reports for the prevention of radicalization of a terrorist nature present psychological or psychiatric disorders, according to the Ministry of the Interior.

If he was not diagnosed as psychotic, according to a source close to the investigation, the terrorist, Armand Rajabpour-Miyandoab, had had at least one delusional episode during his detention: in 2019, he confided to a guard that he heard the voices of the Bataclan terrorists and that he wanted to kill his parents.

As part of his suspended sentence with probation, a treatment order was issued by a judge: following his release from prison, in March 2020, he was required to consult a psychiatrist for a period of three years. An obligation which he fulfilled, since, according to a source close to the case, he made thirty-five visits to his psychiatrist over this period.

No psychiatric danger

In agreement with his doctor, however, he had interrupted his treatment in March 2022. His suspended sentence with probation, which provided for the possibility of an injunction for treatment ordered by a judge, came to an end in April 2023, accompanied of a final medical report noting any psychiatric danger and which did not conclude that there was a need to resume medication monitoring. But a few months later, in October 2023, his mother alerted authorities that her son was isolating and appeared to be having a relapse.

The behavior of Armand Rajabpour-Miyandoab did not then seem to represent a direct threat to public order: the conditions required for forced hospitalization, which can be decided by the prefect following validation by two doctors, were therefore not met. . THE “psychiatric care by decision of the State representative” can in fact be requested by the prefect for “persons whose mental disorders require care and compromise personal safety or seriously undermine public order”according to the public health code.

Only a second scenario – hospitalization without consent at the “request of a third party” – was provided for by law. State services then offered this option to her mother, who refused. “for fear of his son”, specifies a source close to the investigation. A few weeks later, Armand Rajabpour-Miyandoab stabbed a German-Filipino tourist near the Eiffel Tower. There is no indication that he was going through a delusional episode: according to an investigator, he claimed responsibility for his act very coherently in police custody and gave a constructed speech.
