Despite its confidence in a long-incubated overseas regional integration strategy and its willingness to implement it from 2018, the French Development Agency (AFD) has not succeeded in fully involving its supervisory administrations in this new dimension of support for economic development.

Although having become a major player in the financing of overseas communities and having strengthened its range of banking and advisory support with the support of the State, AFD has not been able to achieve the desired increase in power. . The level of its commitments has only been maintained in recent years through exceptional operations.

To achieve the promise contained in the Three Oceans Strategy, AFD will not only have to strengthen the alignment of its strategy with that of the State, but also finely calibrate its offer and adjust its commercial approach, as well as its performance. operational, taking into account a tense financial situation and an active competitive context.
