The guest said that the reform to the National Registry for Natural Persons (RNPN), separates it from the Supreme Electoral Tribunal (TSE), is strange because it was always linked to the electoral body, and the June reform separates them and makes it available to the Ministry of Security, which it considers to be an unnecessary reform.
Furthermore, he described it as a setback to democracy, and it is not known why they have done it, and it is a risk because the parties have the right to monitor the electoral process.
The politician indicated that there are two difficulties for the TSE, one is that there will not be an administrative and logistical parameter to know how many machines and personnel they are going to put in the consulates, because the problem is that the universe of voters is not known. .
“The referee has a great challenge, they must assume that investiture in the elections, they have capable and trained technicians. The TSE must work for a civic and democratic culture in the country,†he explained.
On the other hand, regarding the possibilities of possible fraud, he considers that one should participate in the same way, not to play into the hands of President Nayib Bukele, but to build from the political parties and citizens a set of electoral guarantees, and maintains that it is a mistake that the opposition does not participate and leaves the field empty only for Bukele.
For Chicas, Bukele’s interest in participating in the 2024 elections is clearly unconstitutional and is a protection mechanism for the rain of demands that will fall on the government once he leaves power.
