Adoption of the detailed plan and public exhibition


The Haapsalu City Government decided at the session of May 31, 2024 with Order No. 420:
to accept the detailed plan of the property Haapsalu city, Aida tn 6 (compiled by Ruumi Grupp
OÜ, work no. DP-04/04-2022).
The size of the planning area is 0.35 ha. The size of the Aia tn 6 property discussed in the detailed plan is
2787 m², to which is added a part of the property in section 1 of Aida street.
The planning area is located in the residential quarter between Aida Street and Pargi Street, Aida, in the city of Haapsalu
at the end of the street.
The plot is located in a residential area, which is built up with both 1- and 2-story family homes
also with 2-story apartment buildings. Several commercial and industrial buildings are also located in the area.
The property at Aida tn 6 is unbuilt and covered with high greenery. In addition, pass through the property
electric overhead line and electric cable.
The purpose of drawing up a detailed plan is the purpose-built property of the existing residential land
dividing into two land units and assigning building rights to the plots to be formed into two
for erecting a terraced house or a semi-detached house or a detached house with up to three stalls. Residential
up to two floors are planned. In addition, both plots are allowed one 1-
erecting a one-story auxiliary building. Planned plots have been assigned building rights,
architectural building conditions, utility networks necessary to service buildings
basic locations, landscaping and good order principles, and traffic and parking arrangements.
The valid general plan of the city of Haapsalu (established by the Haapsalu City Council on 24.11.2006
according to decision no. 84), the planned property is located in family, townhouses and up to 2-storey buildings
the land of apartment buildings in the land area with management purpose. The detailed plan has been adopted in accordance
with a general plan.
The City of Haapsalu, adopted by decision No. 115 of the Haapsalu City Council on June 29, 2023
based on the general plan, the property at 6 Aida St. is located in the construction conditions area of ​​Paralepa and Uuemõisa
and residential land. The construction conditions of the Haapsalu agglomeration provide the general principles of the agglomeration
for the direction of construction activities, according to which it becomes the starting point for the preparation of detailed plans
take the built-up, architectural conditions and street network established in the area.
The maximum permitted floor area for residential plots of planned size is 255 m². Main building
The under-construction area can be up to 80% of the largest allowed under-construction area.
The permitted building type on the residential land area is a detached house, a semi-detached house and a terraced house. Main building
the maximum height can be up to 8.5 m and the maximum height of the auxiliary building up to 6 m.
Determining the number of floors above ground in a building must be based on what is valid in the area
the height limit and the established construction practice of the region.
Parking is arranged on the property, with a minimum of 2 spaces to serve each housing unit.
At least 50% of the plot is a landscaped area, which does not include the ground
non-connected landscaping, such as rooftop or garage landscaping. The maximum height of the fence is
1,5 m.
Construction of residential buildings on the property at Aida tn 6, which in both the current and the general plan to be prepared is
designated residential land as designated land is expedient because it allows for use
unused and unmaintained land in an urban environment. Everyone else
residential plots located in the contact zone have already been built up. Making the area public
a parking area is not practical in this location, because the existing ones on the property at Aida tn 6 are growing

Up to two floors above the ground are planned for the plots forming the property on Aida St. 6

erect up to two buildings, including one main building and one auxiliary building. The underground area of ​​the buildings is
a total of up to 270 m², of which up to 80% can be residential, including if there is no auxiliary building
to erect. Thus, the maximum built-up area of ​​the residential buildings planned for the land unit of Aida Street is 6
up to 216 m² per dwelling, which corresponds to the construction base of buildings of the same type in the nearby area
to the average size of the area.
In addition to the buildings specified by the building law, a building base of less than 20 m² can be built on the plots
buildings with a surface for which a building permit is not required (e.g. shed, etc.). The substructure of such buildings
the area must also take into account the maximum area of ​​the building base determined by the detailed plan
in and within the boundaries of the built-up area. Smaller facilities, such as a playhouse or dog house, etc
with the consent of the owner of the neighboring property, it can also be built outside the built-up area.
Access to the planned plots has been solved from Aida street. There is parking serving the plots
planned for the street-side plot.
The detailed plan will be published in the period 05.08.2024 – 20.08.2024 (also).
The plan can be viewed in the lobby of Haapsalu city government from Monday to Thursday at 8:00 a.m.
5:00 p.m., Fridays 8:00 a.m. to 4:30 p.m. (ask the administrator for the detailed plan folder) and Haapsalu
on the city’s website (https://www.haapsalu.ee/avalikustalel-olevad-detailplaneeringud).
