Addressing Cell Phone Theft: The Unanswered Questions and Technological Solutions

The death at the entrance to the Lanús school raises several questions that require answers.

Is it impossible to stop cell phone theft?

It is the most present crime in daily life and the one that was behind the death of the girl. How is it possible that the small businesses that resell stolen cell phones continue to function without problems? How can he not find a way to block the stolen device, not just the line? Is it so technically impossible to cancel, through the IMEI, the identification of the device, so that the cell phone can be used once more?

The expert Marcelo Torok maintains that technically it is possible to block the IMEI and, furthermore, that there must be much more rigor to enable a line through the total identification of the person requesting the authorization.

The cell phone companies have a huge, gigantic business in the matter of theft: they sell the replacement device. They are billions of pesos. An offensive is required in all fields: the technical blocking of the devices, the daily raids of the caves that sell stolen goods and the proper registration of anyone who asks for a SIM card.

Is it impossible to stop motorcycle thieves by some means?

It is not easy to face because the motorcycle is the first means of transportation for workers and their families.

Copying the Colombian model, in Argentina it was instructed that the drivers and companions should wear the helmet and the vest with the number of the motorcycle’s license plate. In Colombia it worked a lot. In Argentina, control was stopped because the motorcyclists protested, alleging that it was discrimination.

The criminalist Raúl Torre believes that, in addition to returning to identification, there must also be police on motorcycles, so that a quick and agile response can be given.

Once once more, one of the issues is that motorcycles are stolen, so a technological response will have to be given: car theft has dropped a lot as a result of satellite tracking that almost all vehicles have today. Something similar may be required.

Police complicity?

It is clear that the sale of stolen cell phones and the distribution of drugs has a counterpart in police collection. It is assumed that many people know where both things are bought and sold.

To this we must add that, in this case, it is clear that there was no safe path to the schools. The boys are unprotected, because they usually ask the older ones to accompany them only to the corner.

Finally, if they caught those who killed Morena in a few hours, it is evident that they had them at hand. It is very possible that some confidant has passed on the information to them, but they exhibit negligence, a bond, even if it is through non-action, with those band-aids, whom -everything indicates- they have known for a long time.

The stones thrown at the police station -something common today- indicate that the neighbors suspect that: complicity and police inaction. “Today, more than damn police we have to talk regarding bureaucrats, police with zero-commitment, they are not interested in what happens. Did they steal a cell phone? They don’t do anything”, explains a prosecutor with a long career.

And justice?

Judicial offices are almost titles of nobility, with little or no control. Among the prosecutors, the myth or reality is raised that on Fridays it is impossible to obtain a search warrant or an arrest warrant: a good part of the judges do not attend. They consider that judges do little or nothing. The title of nobility corresponds to the conditions they have: you have to tell them your honor, stop when they enter, hold office for life, dismissal almost does not exist and, to top it off, they do not pay income tax.

Of course, the judges accuse the prosecutors of not working as they should. There is no commitment to the cases and no real audit to establish who is working and who is not. There is an obvious fact: there is no known dismissal of a prosecutor for bad work. It is obviously something impossible: in thousands of prosecutors, it is obvious that some do not work well. But nothing happens. Many also think that, today, audits can be used as a form of persecution, especially those who are not aligned with Together for Change.

What are the excuses?

Prosecutors, in turn, excuse themselves that they do not have the conditions to investigate. Peritar drug found, it can take two years. Appraisal of a cell phone, something key to see the relations of a band, takes no less than six months. Check DNA, if the case is not mediatic, impossible. There are prosecutors who say that for five years or more, they have not been able to match a fingerprint, because the fingerprinting is poorly done.

And the social problem?

Of course, everyone agrees that the background is social, marginality, exclusion. It is very possible that if the theft of cell phones is blocked in some way, another crime will appear strongly. A prosecutor reconstructed the dialogues of a youth gang. The chat is full of “shit, don’t you dare?”, “a h sucks me… that there are cameras”,
