The objections of all the municipalities of Achaia, which had been filed since the previous year regarding the objective property values, were completely ignored by the Ministry of Economy and Finance.
As it became known, of the 169 municipalities that submitted objections to the increase in the objective values of the properties, which took place in 2022, only 12 are given the possibility to redefine the zone values. These are the municipalities of Ag. Anargyron-Kamaterou, Vrilissi, Chalandrio, Glyfada, Piraeus, Ithaca, Karpathos, Loutraki, Symi, Pyrgos, Rhodes and Leros.
According to information, the Ministry of Finance had also asked the Municipalities of Mykonos and Astypalaia to submit additional information, in order to examine their objection. The specific municipalities did not submit the data, as a result of which their objections were rejected, as was done for the remaining 155 municipalities throughout the country.
The same information states that the objections of the municipalities were rejected, because they did not submit reasoned requests for the recalculation of the zone prices.
It is recalled that the issue of price adjustment arose following the inclusion two years ago of areas in the objective determination system, which resulted in increases of up to 300% in objective values, compared to the purchase and sale contracts that had already been signed.
From the Municipality of Patreon, the objection that had been submitted by a decision of the municipal council arose following pressure from municipal apartments that requested a horizontal reduction of the objective values by 30%, with the result that the request was rejected as unjustified.
In the Municipality of Patreon, the current zone prices start today from 700 euros per sq.m. in the settlement of Goumenitsianika and reaches 1,500 euros in the linear zone of the Heroes Polytechnic, opposite the marina.
The corresponding request of the Municipality of Aegialia, which requested targeted downward adjustments, based on a study prepared with data from the real estate market, was also rejected.
According to the conclusion of the Municipality of Aegialia, zone prices had increased in 2022 by a percentage of 20% to 200%, in settlements of the coastal zone that entered the system with the objective values, with the result that, in addition to the inflation of ENFIA, losses also arise social benefits, as the value of the assets of the beneficiaries increased significantly, over 150,000 euros.
The Municipality of Aegialia also appointed an expert, submitting a proposal for a 25% reduction of values in coastal and urban areas and in semi-mountainous, mountainous and disadvantaged areas by a percentage of at least 35%.
Finally, the corresponding request of the municipal council of Kalavryta, which requested local adjustments, in the context of changing the criteria for determining the value of real estate in remote, but for sparsely populated or deserted settlements, was also rejected.
The Municipality of Kalavryta invoked the argument of desertification, as many small settlements are currently inhabited by 10 to 50 people.
Finally, it should be noted that the municipalities of Western Achaia and Erymanthos had not submitted revision requests.
Values are frozen until 2025
The changes in the objective values of the real estate are put on hold, at least until the beginning of 2025, while the activation of the system of automatic adjustment of zone prices to commercial values is postponed to the indefinite future.
The economic staff of the government has decided not to “touch” the levels of the objective values for this year, even though in many commercial areas sales and contracts are made at prices multiples of the objective values, while delays are found in the “setting up” of the new information system, in the which will record all the trends, but also the data of the real estate market and the objective ones will be automatically equated with the real prices.
However, the gradual expansion of the objective values system to approximately 500 new areas across the country is progressing, as the digitization of prices in areas outside the plan has been completed.
The map includes the coastal areas from Achaia, among them Diakopto, Aegira, Platanos, Banka, Selianitika, Psathopyrgos, etc.
Within 2025, the government’s financial staff will decide whether or not to proceed with changes in the objective values of real estate throughout the country. It is recalled that the last price adjustment took place in June 2021, with application from 2022 and the information states that the next adjustment of the objective values will be based on the recommendations of private real estate appraisers, as the activation of the new automatic mechanism will be delayed re-adjustment of prices to commercial values.
