The Office of the Ombudsman issued a report earlier revealing the abuse of roadside berths for persons with disabilities in Hong Kong. According to the survey, there are more than 500 roadside disabled parking spaces in Hong Kong. Originally, only disabled drivers were allowed to use them with a permit commonly known as “blue card”. However, since 21 years, the Transport Department has expanded the scope of application. People with disabilities can apply for a certificate commonly known as a “grey card”, and they are also entitled to use disabled berths. As a result, abuse has occurred.
“Gray card” overcrowding caused disasters to thank disabled drivers
“Sing Tao Complaint King” exclusively contacted the key figures in the incident, namely the disabled drivers who reported to the Ombudsman’s Office this time, and let them describe how the Transport Department relaxed the “gray certificate” and put them in trouble.
[Click to view the “Grey Certificate” record of excessive parking spaces]:
Mr. Huang said that many vehicles with “grey certificates” are still parked in the parking spaces for disabled people when there is no one to pick up (disabled) people. They noticed that the “gray certificate” issued by the Transport Department is very lenient. Any private doctor can issue a certificate. One “gray certificate” can be used for 4 to 5 vehicles, and these vehicles include light vans, sports cars and large four Driving, etc., is not at all like a vehicle suitable for transporting the disabled.
Mr. Huang and a group of disabled drivers spontaneously set up a group exchange to collect evidence of “grey card” holders abusing disabled parking spaces, publish them on a one-stop online page, and complain to the authorities. What makes them helpless is that even if they have successfully “resolved” many times that some drivers abused the berths with “grey certificates”, it is still in vain.
Mr. Huang disclosed one of the most outrageous cases. “If we saw a car on Hung To Road in Kwun Tong, and the “grey certificate” had expired, and the license plate number did not match, we would of course underestimate the evidence and complain. It is reported that the owner of the car admitted that the registered passenger had passed away, but because he was busy and the vehicle had changed the license plate, it caused a misunderstanding. He reiterated that the vehicle was the same as the registered vehicle when he applied for the “gray certificate”, but the police accepted his explanation .
Ms. Leung, another disabled driver, also continued to report illegal parking of “grey card” holders to the Transport Department. She also felt that it was difficult to receive complaints.
Suspected of retaliation by “staples” for reporting excessive parking tires
Ms. Leung also revealed that following some group members complained, they were suspected of being retaliated once morest, and some drivers were beaten and flattened many times. They were convinced that they were tricked and retaliated once morest.
Disabled drivers cannot find a berth, which has a great impact on their work, medical treatment and even daily life. Joyce, a disabled driver who needs to use a wheelchair, said: “Disabled parking spaces have been parked with ‘gray certificates’, making us unable to use them. Ordinary parking spaces are too narrow for us to use. Sometimes we drive, and we don’t like shopping malls. The food is too expensive. When I wanted to buy food in a civilian area, I really mightn’t find a parking space for the disabled following going around for more than an hour. If I mightn’t buy food, I had to go home, but there was no parking space near my home, so I had to park in a nearby area and transfer. go home.”
“Sing Tao Appeal King” followed the disabled driver to the black spot of “grey card” indiscriminate parking, and the first stop was the Lai Chi Kok factory area. Mr. Huang said that they found that in the factory area, vehicles with “grey certificates” had already entered before 8:00 am, and they drove away following 6:00 pm. All stay in the factory area.
Later, outside the Cheung Sha Wan Sports Center, the reporter found another “grey card” vehicle parked in a disabled parking space. The entire front of the car and the water dial are covered with leaves, and the body is full of dust. It is highly suspected that it has been parked at the above site for a long time.
In response to the inquiry of “Sing Tao Appeal King”, the Transport and Transport Department stated that it has followed up and improved in response to the opinions of different stakeholders, including tightening the application and approval of “grey certificates”, and will also strengthen the deterrent behavior of improper use of gray certificates. Since January 2021, the department has canceled 45 “grey certificates” due to abuses.
In addition, the Transport Department is studying the installation of intelligent systems in disabled berths to strengthen monitoring of usage.
