The controversial health reform of the National Government establishes that the basic units for the care of citizens are the so-called Priority Health Care Centers, CAPS.
The CAPS have the mission of providing general and family medicine services, nursing, therapies, x-rays, and laboratory sample collection. And in some cases, like the one we will talk regarding today, we will also talk regarding obstetrics-gynecology, pediatrics, internal medicine, nutrition, psychology and dentistry.
Two and a half years ago, in March 2021, the construction of CAPS Bravo Páez was joyfully announced, which would have the mission of providing these services to 130,000 Bogota residents in the Uribe Uribe town.

A splendid render showed the building of almost 3,000 square meters that would offer this priority attention from the Quiroga neighborhood of Bogotá.
The deadline for completing the work was not met. With additions of time and silver, the delivery term was extended until November 2022 and neither.
The contract that has been added twice already costs more than 15,000 million pesos but the contractor has not yet delivered. Even worse, 10 months following the last agreed extension, the progress of the work is less than 24 percent.
The contractor called Miroal Ingeniería SAS abandoned the construction, according to the Bogotá Comptroller’s Office.
A few weeks ago the Comptroller’s Office made a surprise administrative visit to the work and found that: “construction has been stopped because the contractor Miroal Ingeniería SAS requested an extension in time and let the terms expire; That is, the contract execution period came to an end and the work was not carried out as planned.”

The work is abandoned and the contractor filed a lawsuit once morest the administration.
As is customary in Colombia, and in Bogotá, no one cares regarding the taxpayers’ money. They are already doing a market study to open a new tender to see if someone completes the construction of the dream building.
Councilor Diego Cancino has denounced that the contractor has a history of non-compliance and continues to act.
Little is said regarding these topics. Administrations are very good when it comes to announcing works but are silent when public money is drained and the expected services never reach citizens.
