As an important player in the field of aquaculture, ANDA should soon reach a new milestone. In fact, the Agency is working hard to achieve a new strategic development plan. The plan covers the period from 2025 to 2030 and includes forecasts based on a new aquaculture strategy and a new marine aquaculture management text. It also involves proposing development scenarios for the Agency’s organizational transformation. Details.
The National Aquaculture Development Agency is working on a new Strategic Development Plan. This involves the preparation of a forecast for the year 2030, based on the new aquaculture strategy and the new text governing marine aquaculture. “In order to consolidate the necessary prerequisites for the aquaculture sector to become a major sector of economic activity throughout the country and to consolidate the progress achieved in the key stages of almost thirteen years of operation, ANDA aims to prepare a Strategic Development Plan for the year 2030, accompanied by a breakdown of its implementation levers, including in particular its organizational transformation,” the agency explains. The goal is therefore to develop a roadmap for the implementation of this strategic plan, outlining the potential offered by each implementation lever and the objectives to be achieved.
This approach also aims to analyse ANDA’s situation in order to prepare the changes to be implemented and to identify current organizational problems and problems that could arise in the short term that could hinder the achievement of ANDA’s mission and strategic objectives, as well as operational aspects. The project also proposes development options for the Agency’s organizational transformation, taking into account the costs, duration, advantages and opportunities of these development plans. “Since its creation, ANDA has been playing a role in the governance and development of the Moroccan aquaculture sector. For more than a decade, ANDA has implemented a number of priority areas of work aimed at creating an environment conducive to the development of a productive and sustainable aquaculture sector.
The goal is to meet the challenge of global food security and to contribute significantly to the emergence of the Blue Economy in Morocco. The implementation of these actions has succeeded in creating a real attraction for aquaculture in the Kingdom, as evidenced by the development of aquaculture projects in the country. ” ANDA explains.
And added: “From the same perspective of consolidating aquaculture as a source of growth in the fisheries sector, the initial directions of the new strategy for the sector position ANDA as a major player in increasing the dynamics and sustainability of activities and require a doubly intensive intervention.
In this sense, the Agency wants to expand its intervention capacity. As the same source stressed, it is a question of consolidating the current dynamics in aquaculture and expanding the range of professional and support skills both at the central level and within its regional representation.

To implement the above plan, ANDA will use the assistance of its internal teams. “The purpose of this project is, in particular, to emphasize the levers for the implementation of ANDA’s global vision of transformation, through the realization of the forecast of organizational mechanisms and human resources to be mobilized. The goal of this system is to align the central and decentralized components of the organization with its strategic and business direction, through the adoption of an agile and modern structure and the strengthening of human resources and logistics essential for its proper functioning, ANDA points out. Therefore, while taking advantage of its results, the strategic positioning of ANDA should be determined in relation to the strategic direction of the sector. The action plan for the implementation of this strategic direction, together with the new mission given to ANDA by the newly created text and the related objectives to be achieved, must also specify the qualifications of the projects in the worksheet, according to their priorities and their difficulty, the arrangement of all the projects in the roadmap, taking into account the level of resource mobilization, the constraints, interdependencies and interferences between the projects, or the different possible options and mechanisms for strengthening the financial capacity of ANDA. The project also involves the identification of organizational mechanisms and human resources to be mobilized.
“Through the forecast of organizational mechanisms and human resources, ANDA intends to equip itself with a flexible, modern structure in line with the direction of its strategic development plan. The organizational and personnel scenarios to be adopted are aimed at promoting the conditions for the success of its strategic development plan and ensuring its operability,” the source noted. This therefore leads to the definition of opportunities for improvement and change to ensure ANDA’s organizational transformation, the identification of scenarios and organizational mechanisms planned according to the developments agreed upon in ANDA’s strategic development plan during the period 2025-2030 and a breakdown of the human resources mobilized for the implementation of the strategic development plan.
