The memorandum of the Ministry of National Education, which it circulated to the heads of its central, regional and regional departments, called for enabling public education teaching staff to complete additional hours in private school education institutions through an initial license issued at the end of June of each academic year as a maximum, and a final license before The end of September of each academic year.

The Ministry based its decision on a series of legal references, including Law No. 06.00 regarding the basic system for private school education, issued and implemented by Royal Decree No. 2000. 1.00.202 dated 15 Safar 1421 (19) May, and Framework Law No. 51.17 related to the system of education, training and scientific research, Prime Minister’s Circular No. 2952 dated November 30, 2000 on the subject of combining employment and free activities.

The Ministry stipulated a series of arrangements, including:

* At the level of the educational institution: The teacher submits an application to obtain an initial license to carry out additional hours in private school education institutions to the director of the public educational institution in which he works, and it is approved by the educational director of the educational institution. The information in which he wishes to complete additional hours, including his own data and the educational institution’s information, the name of the institution, its address, license number and date, the educational subject, and the number of hours he wishes to complete. Considering the approval of the application by the educational director (a) of the private educational institution as an endorsement of the validity of the institution’s data included in the application, the application is submitted during the period extending from April 1 to May 15 of each academic year, and any application received outside This deadline is considered null and void.

The director of the public educational institution shall study the application and express an opinion regarding approval or rejection, taking into account the best interest of the female and male students in the public educational institution in which the professor submitting the request works, especially if these hours are completed outside the professor’s official working hours. The public educational institution does not need to use its services in order to complete additional hours, while respecting the half-days allocated for educational meetings and seminars.

The director of the public educational institution directs the application to the regional directorate, no later than May 20 of each academic year, while keeping copies of the applications submitted in this regard in a special file for the institution.

The director of the institution also works, during the school year, to send a monthly list of teaching staff who are licensed to teach additional hours in private school education institutions, to the regional directorate.

* At the regional directorate level:

The Regional Directorate studies applications based on the following elements:

_ Opinion of the director of the public educational institution. _ The validity of the data contained in the application. _ The number of hours that can be authorized should not exceed eight (8) hours per week for each professor: Higher institutes and departments preparing for the high technical certificate by doing additional hours in private institutions.
