A new contract to promote “access to employment”

One of the last social reforms of the five-year term is entering its operational phase. Announced, at the beginning of November 2021, by Emmanuel Macron, the youth employment contracts will be able to be signed from Tuesday 1is March. The purpose of the device is to promote the“access to employment” 16-25 year olds and people under 30 with disabilities who are struggling to navigate the world of work.

The executive has launched a broad call for mobilization, several members of the government having planned to travel to the field on Tuesday to extol the merits of this measure. The Minister of Labour, Elisabeth Borne, intends to visit the premises of Yookan, an association dedicated to “professional immersion” which is located in the heart of the Westfield shopping center in Rosny-sous-Bois (Seine-Saint-Denis). His arrival in a place very frequented by young people seeks to demonstrate that the State is driving an approach with the desire to meet the public concerned.

The employment contract is intended for all those who, at the dawn of their adult life, are neither working nor in training and need to be guided to find a job. They will have the opportunity to enroll in a ” journey ” from six to twelve months – even eighteen, in certain exceptional cases. Support of at least fifteen to twenty hours per week will be granted to them, in particular through a “systematic activation” (internship in a company, preparation for entering a center for apprentices, civic service, etc.). An allowance, likely to go up to 500 euros per month, will be allocated to individuals with few resources.

“A small revolution”

The reform follows a logic of “duties and rights”, as Mr. Macron said: recipients who do not show regular attendance will cease to receive financial assistance. Implemented by Pôle emploi and the local missions, the employment contract replaces the youth guarantee – a mechanism similar in principle but which provides less strong support. Some additional 550 million euros have been released for the 2022 financial year, with the aim of supporting 400,000 individuals by the end of this year. It is not a ceiling, we underline in the entourage of Mme Thick headed. Implied: if it is necessary to go beyond, the executive will respond, knowing that the target is already very ambitious and will therefore be difficult to achieve.

This is’“a small revolution”, according to Jean Bassères, the director general of Pôle emploi. The public establishment has organized itself to offer tight supervision – with one adviser for every thirty young people, i.e. an unprecedented ratio since the operator’s agents are, in ordinary times, led to follow a greater number of individuals at the looking for a job.
