The “Lebanese Debate” obtained a leaked telegram from the Director General of Internal Security, Major General Imad Othman, addressed to the head of the Central Administration and the Department of Health and Medical Centers.
The following telegram stated:
Further to the order of the General Directorate of Al-Barqi – Administrative Affairs Division No. 61500 dated 2-12-2022
Heads of medical centers are required to:
1- Keeping a white record on which a serial number and name of each element or beneficiary of the treatment cost difference (elements and families) is recorded, and the value of the cost difference that is proposed to be approved for collection from the Directorate General of the Administrative Affairs Division, with the serial number written on the papers that will be submitted to the Administrative Affairs Division .
2- Deposit the documents confirming the payment of the dues owed by the beneficiaries of the cost difference (hospital bills) treated to the General Directorate of the Administrative Affairs Division, during the last working day of each week according to the dispatch regulations without any delay after matching them with the record kept with you.
3- Heads of medical centers must coordinate with hospitals within their scope in terms of admitting security forces patients who are provided with pledges in accordance with the rules without any delay, while preserving the hospital’s right to the differences that will be determined by the head of the concerned medical center to be paid in cash from the donor funds that have been secured through the Major General Director. After performing the medical work without any other amounts claimed by the patients concerned.
4- Any violation of the content of this telegram of my order exposes the perpetrator to a disciplinary, penal and legal claim.
5- This telegraphic order of mine shall be considered as a document for controlling the restrictions and shall be enforced as of the date of its issuance.
