In response to an oral question in the House of Councilors on “accelerating the implementation of the status of health professionals working in the public sector”, Mr. Ait Taleb estimated that improving the attractiveness of the health, which aims to compensate for the chronic lack of human resources and to ensure an adequately distributed, equitable and fair health offer, “passes through the recognition of the specificity of the health and social protection sector”.
The Minister indicated that health professionals have been added to the categories not subject to the general status of the public service under Law No. 39.21 supplementing Dahir No. 1.58.008 of 4 Shaban 1377 (February 24, 1958) as general statute of the public service, affirming that the ministry wanted to adopt an integrated participatory approach with all the actors to know their proposals and agree on the points to be retained in the project being developed in order to meet the expectations and aspirations of the different categories working in this sector.
Five meetings were held between November 20 and December 15, 2021 with all the unions represented within the sector with the aim of developing a common vision on the main orientations for the rehabilitation of the national health system, he said. clarified, noting that among the points that were discussed during these meetings, the main axes framing the project of the health function within the framework of a common vision.
He also added that between December 1 and 20, 2021, five technical meetings, chaired by the Secretary General of the Ministry and in the presence of the Director of Human Resources, were held with the Secretaries General of the unions represented in the Ministry, which constituted an opportunity to complete the implementation of the common methodology adopted in the implementation of the reform of the health system.
During these meetings, the Minister said, the views and proposals of the social partners were reviewed, following the Ministry presented them with a technical sheet concerning the draft revision of Framework Law No. 34.09. relating to the healthcare system and the supply of treatments, which is the keystone of the implementation of the modern axes and principles framing the healthcare system, including the law on the healthcare function aimed at enhancing the human capital of the health sector and to adapt its management to the specificities of the health professions.
The technical meetings between the ministry and the trade unions also covered important points considered to be the main axes of the law on the health service, in particular the motivation and compensation of ministry officials, occupational risks , the permanent non-permanent allowances which enter into the calculation of the salary and the revision of the compensation of the guard and this through the establishment of a new innovative system which guarantees its good management.
Ait Taleb indicated that the ministry sent to the social partners a circular on the bill relating to the health function in order to give their observations and proposals in this regard.
