Launched in January 2024, EUPAHW is expected to invest €360 million over seven years to encourage research and facilitate cooperation between all stakeholders. The scope goes beyond animal health and welfare stakeholders, to strengthen cross-functional collaboration and, through a “One Health and One Welfare” approach, to have an impact societal. The objectives of the EUPAHW are linked to the European “green deal” and the associated “farm to table” strategy, for a fair, healthy and environmentally friendly food system.
Ninety partners involved
EUPAHW’s ambitious goals have attracted a diverse group of partners, including 56 leading research organizations and 30 funding agencies across Europe. The budget is financed 50% by the Horizon Europe research and innovation program and 50% by partner institutions. To date, the partnership has brought together 90 entities (research institutions, funding agencies and ministries), including the European Food Safety Authority (EFSA) and the European Medicines Agency (EMA). These partners come from 24 countries (19 Member States of the European Union and 5 countries associated with Horizon Europe).
The partnership is based on a strategic agenda for research and innovation which was developed over a period of more than two years with the participation of all stakeholders, including active participation from ANSES. It strikes a balance between short-term applied research and strategic research. Infectious diseases of terrestrial and aquatic animals and zoonotic risks, such as avian flu, are covered, as is research aimed at improving animal welfare.
Many research projects to come
The partnership also focuses on the rational use of antimicrobials and ensuring optimal levels of animal welfare at every stage of an animal’s life. It already includes 17 internal projects which began in 2024 for three years. External calls for projects open to other research organizations which are not yet involved in EUPAHW will be launched soon.
Nathalie Vanderheijden, researcher at Ghent University and coordinator of EUPAHW, summarizes: “Our partnership is a new open initiative, which brings together community funding, national/regional funders and research organizations to focus efforts on developments with significant societal, economic and political impact. Belgium, which currently chairs the European Council for six months, appreciates the potential of unity in leading change“.

“Anses is strongly involved in the EUPAHW partnership: four of its laboratories dedicated to animal health and welfare as well as antibiotic resistance and wildlife will participate in the research projects. Its Social Sciences department, economy and society is also involved in socio-economic aspects. Thus, the Agency participates in 13 of the 17 internal projects which have started. Beyond its role as a partner, it is part of the management team and the council. of administration of the partnership. It also ensures the co-direction of the work package devoted to internal programs.
