A car recycling plant near Vladivostok was allowed to import used foreign cars without duties

It is assumed that the plant will accept used cars and trucks, as well as their components. Finished products – ferrous and non-ferrous metals, plastic and glass – will be supplied to Russian and foreign industrial enterprises for secondary use, including those used in the production of new cars. The auto parts remaining as a result of the production process suitable for further use are planned to be supplied to the Russian and foreign markets.

Raw materials – used cars – the plant plans to import. Also, for deep and completely environmentally safe processing, the plant needs to bring high-tech and environmentally friendly equipment from abroad.

The enterprise will be able to import equipment and raw materials under a preferential procedure, which is provided for by the status of a ASEZ resident. For this purpose, the first customs control zone (CCZ) was created at the Nadezhdinskaya ASEZ for the application of the free customs zone (FCZ) procedure. The STZ will allow the investor to equip the enterprise with modern equipment, import raw materials for processing duty-free and sell processed products on the Russian market at a minimum rate. The ZTK was opened by a resident for duty-free importation of goods for the purpose of further processing and sale on the domestic market. It is in this case that this preference enables the participant of foreign economic activity to import expensive equipment for the enterprise into the territory of the ZTK, which will be completely exempt from customs duties. And when the produced goods are released to the domestic market, they must pay customs duties at the rates of raw materials,” said Konstantin Ponomarev, First Deputy Head of the Vladivostok Customs.

Used cars will also be accepted for recycling from Russian suppliers. The Terminator plant will be able to process 8,000 cars a year. Commissioning is scheduled for the 2nd quarter of 2023. According to the KRDV, the volume of investments amounted to 152.8 million rubles.
