NATO summit in Bucharest 2008: Merkel, together with French President Nicolas Sarkozy (67), prevented Ukraine and Georgia from joining NATO.

“In 2008 it was primarily regarding Georgia,” Merkel’s longtime foreign policy adviser Christoph Heusgen (66) recalls to BILD. “Ukrainians were at odds between President Yushchenko and Prime Minister Tymoshenko. In Georgia, it was President Saakashvili who was very pressing. The United States made that their own. Germany and others, including France, rejected the wish to join.”

► Eastern European countries like Poland protested: Moscow has a certain veto right in NATO, it said. The suspicion: Merkel did not want to provoke Russia.
