After a period of uncertainty, State Civil Apparatus Lecturers (ASN lecturers) within the Ministry of Higher Education, Science, and Technology (Kemendiktisaintek) will finally receive their long-awaited performance allowances (Tukin) for the year 2025. This follows a bureaucratic hurdle that prevented the allowances from being disbursed for the years 2020 to 2024.
Secretary General of the Ministry of Education and Togar Mangihut Simatupang explained that the delay stemmed from a missed procedure. “The last ministry did not have time to take care of it. This has closed the book. It can’t be helped, that’s indeed a harsh reality.But we don’t have authority,” he shared with detikDu.
The key issue, according to Togar, was the failure of the previous Ministry to submit a draft presidential regulation (Perpres) detailing ASN lecturer positions and associated budget needs to the Minister of Finance.This crucial step halted the process.
However,a ray of hope emerged as Minister of Education and Culture Nadiem Makarim issued Minister of Education and Culture Regulation No. 447/P/2024. This regulation clarifies position names, class, and the amount of performance allowances for ASN lecturers.

This crucial step ultimately halted the process.
