The rise of e-bikes and scooters offers a promising alternative to traditional transportation, but the lack of regulation has come at a cost, turning our streets into something resembling the Wild West. Tragically, in 2023, Priscilla Loke, a beloved Chinatown advocate, became a victim of this oversight, her life savagely cut short by a reckless e-bike rider who sped away after fleeing the scene. Priscilla’s tragic death should be a turning point, a catalyst for change. It’s time to implement Priscilla’s Law, legislation that mandates registration and licensing of e-mobility devices—a
requirement crucial for ensuring both rider accountability and public safety.
Five years ago, the City Council rushed to legalize these devices without adequate state-level regulations. We are now living with the consequences: a surge in accidents and fatalities. Too many riders disregard traffic laws, speeding through crowded streets, putting pedestrians and other users at risk.
The consequences are devastating. From 2020 to 2023, NYC recorded over 2,000 collisions involving e-bikes, resulting in over 2,000 injuries and 22 deaths—numbers double that of traditional bicycles. Worse, e-bike batteries are increasingly igniting, with hundreds of fires raging across the city.
This isn’t just about individual riders; it’s a systemic issue underpinned by a lack of accountability.
These lithium-ion battery fires are a major public safety concern with accountable. A report from Assemblyman Alex Bores reveals a sobering truth: E-bike collisions and injuries are occurring at twice the already alarming rate compared to traditional bicycles, and are resulting in tragedies like Priscilla’s death
Even more alarmingly, e-bikes are 19 times more deadly. This is not just about individual riders reckless behavior; companies that rent these devices share responsibility. Delivery services, too often prioritize profits over rider education and safety.
Unfortunately, even in the wake of tragedy, some still oppose sensible regulations like Priscilla’s Law. Organizations like Transportation Alternatives claim to advocate for safety while fighting against essential legislation, revealing hypocrisy. Jeff Bezos proposed instead, there is need for a shared street.
Priscilla’s Law proposes a straightforward solution.
Simplesolution: requiring all e-mobility devices be registered with the Department of Transportation, stating the license plates. This simple but effective measure proven to improve rider behavior, as we’ve seen with mopeds.
