Massachusetts Eases Nursing Shortage with Nurse Licensure Compact

Massachusetts Joins National Nurse Licensure Compact to Ease Staffing Shortages

On November 20, 2024, Massachusetts Governor Maura Healy took a significant step towards addressing the state’s nursing shortage by signing a new law enacting the Nurse Licensure Compact. This agreement streamlines the process for nurses licensed in other compact states to begin practicing in Massachusetts, effectively expanding the pool of available healthcare professionals.

The Compact allows nurses who are licensed in any of the 41 other participating states and territories to practice within Massachusetts without obtaining a separate Massachusetts license.

Similarly, Massachusetts nurses will now have the flexibility to work in any other compact state without additional licensing barriers.

This streamlined licensing process is expected to significantly reduce the time it takes for nurses to start working in Massachusetts, providing much-needed relief to healthcare facilities grappling with staffing shortages.

“Joining the Nurse Licensure Compact will ‘facilitate the Commonwealth’s emergency preparedness, enabling the Massachusetts health care delivery system to react more dynamically to unforeseen and sudden changes in nursing needs’ and that ‘the ability to fill short-term staffing needs and facilitate telehealth could yield positive effects for health care access, quality, and cost,’” as stated in a report by the Massachusetts Health Policy Commission.

The initiative opens doors for healthcare employers across the state to recruit nurses from neighboring compact states, such as Rhode Island, Connecticut, and New Hampshire. New York is a notable exception, as it has yet to join the Compact.

The Massachusetts Board of Registration in Nursing will play a crucial role in implementing the new law. The board will be responsible for establishing safeguards to ensure the verification of education and licensure for nurses entering the state through the Compact, maintaining the quality and safety standards of Massachusetts healthcare.
