PLN EPI Signs JDA for Gasification Program to Strengthen Gas Supply Chain in Papua

North Papua Gasification Project Advances Energy Security and Transition Goals

A Joint Development Agreement (JDA) has been signed, marking a significant milestone in a crucial gasification project designed to bolster energy security in North Papua while contributing to Indonesia’s broader energy transition goals.

PLN Energi Primer Indonesia (PLN EPI) is spearheading this ambitious project in collaboration with the Papuan provincial government and a consortium of industry partners. The consortium includes PT Pertamina Internasional Shipping, PT PGN LNG Indonesia, PT Enviromate Technology International, and PT APCA Tirta Engineering, each bringing their expertise to ensure the project’s success.

“This project not only builds gas infrastructure but also builds strong synergy between various parties to ensure security of energy supply in Eastern Indonesia,” stated Iwan Agung Firstantara, Main Director of PLN EPI. “With the signing of the JDA today, we are confident that the next steps such as design, funding and construction will run more quickly.”

The project is poised to support the operation of seven key power plants with a combined capacity of 168 MW, injecting a reliable and clean energy source into the region. An stable gas supply of 20.83 BBTUD will be required to sustain operations over the next 20 years.

Strengthening Energy Infrastructure

To ensure a steady and efficient supply of gas, two primary infrastructures will be developed. Floating Storage Regasification Units (FSRUs) will be strategically located in Jayapura and Biak, while two Onshore Storage Facilities will be established in Manokwari and Nabire.

These facilities will play a vital role in supporting the seven power plants: PLTMG Manokwari 2 (20 MW), MPP Nabire (23 MW), PLTMG Nabire 2 (10 MW), MPP Jayapura (50 MW), PLTMG Jayapura Peaker (40 MW), PLTMG Biak (15 MW), and PLTMG Biak 2 (10 MW).

This strategic approach ensures that the North Papua region will have a dependable energy source for decades to come.

A Catalyst for Sustainable Development

Beyond bolstering energy security, the project is deeply aligned with Indonesia’s national energy transition goals. By prioritizing gas, a cleaner alternative to traditional fuels, the project contributes to reducing carbon emissions and transitioning towards a more sustainable future.

“We believe that gas has an important role as a transition energy that can help reduce carbon emissions,” Firstantara explained. “Through this project, PLN EPI will not only strengthen energy security in North Papua but also support Indonesia in achieving its sustainable energy transition targets.”

The collaborative project is expected to bring significant benefits to the broader community, supporting the economic growth and development of the region while ensuring access to reliable, clean energy.

PT Pertamina Internasional Shipping Business Planning Director Eka Suhendra underscored the transformative potential of the project: “This project is a great opportunity to strengthen national energy security. With the consortium’s experience and technical capabilities, we are optimistic that this project will provide significant benefits, not only for the energy sector but also for the people of Papua.”
