Responding to a Turbulent World

Since the horrific attacks of October 7 and throughout the ongoing and harrowing war in Gaza, universities globally have grappled with the impact of these volatile events on their communities. The intense distress triggered by passionately held oppositional views has presented unique challenges. As a university, we must create spaces where diverse perspectives can be expressed safely and respectfully.

We haven’t gotten everything right in our response to these incredibly complex events. We recognize this, and differing views on our actions, particularly regarding the encampment earlier this year, have been expressed.

Commitment to Learning and Growth

We are committed to learning from these experiences – both our successes and our challenges – and working in partnership with our community to build a campus that is truly welcoming and inclusive for all. We are drawing on the experiences of other universities around the world as we navigate this delicate balance between free speech and creating a safe environment for everyone.

To that end, we have already made significant changes to our policies, procedures, and practices. These changes focus specifically on addressing antisemitism and the experiences of our Jewish students and staff. We believe that addressing any form of cultural bias ultimately benefits the entire university community.

Independent Review Offers Valuable Insights

Earlier this week, we released the findings of an independent review conducted by Bruce Hodgkinson AM SC, which endorsed many of the key actions we have already taken. This review is an important validation of our efforts and offers valuable insights to guide our future work.

Key Actions Endorsed by the Review

  • Our new Campus Access Policy, which puts strict guidelines around planned protests and bans camping and protests within any university building;
  • Our considered overhaul of the campus complaints systems to ensure they are more effective and responsive;
  • Our review of relevant university policies to ensure they are fit-for-purpose and easy to understand.

In addition to the above, we have increased campus security measures and improved our responsiveness to concerns such as offensive posters and graffiti.

Strengthening Transparency and Civility

Mr. Hodgkinson also provided further practical suggestions to increase transparency, particularly to build public confidence in our complaints and disciplinary procedures. These recommendations will enable us to enhance civility on campus and promote respectful discourse.

One significant proposal is a new rule that would place the onus on any speaker using university facilities to ensure that the meaning of contested words and phrases is clear to the audience. This is a proactive step towards fostering clearer communication and preventing misunderstandings.

Moving Forward Collaboratively

While I would welcome the opportunity to delve into the Hodgkinson findings and recommendations in more detail, I am pleased to share that our Senate has accepted all 15 recommendations in principle. We have charged both myself and the University Executive with designing a blueprint for consulting on and delivering these recommendations.

Together with the considerable work already underway, the Hodgkinson report provides us with a clear roadmap for ensuring a safe and welcoming campus for all students and staff, while simultaneously safeguarding our commitment to free speech and academic freedom. We are determined to achieve this balance.

On university campuses, as in the wider community, the fight against antisemitism – and all forms of discrimination – must never stop.
