Argentina Expands Access to Employment Incentive Program for Knowledge Workers
New regulations have been implemented to broaden access to INSERT, a program incentivizing the creation of new jobs in small and medium-sized enterprises (SMEs) within the knowledge economy. The announcement, made through resolution 510/2024 published in the Official Gazette, aims to bolster employment opportunities and renforce the growth of knowledge-based businesses across Argentina.
Advancing the objectives of stimulating economic diversification and broader skill development, the updated INSERT program expands eligibility and simplifies the application process. Key changes include a new mechanism for distributing benefits and an extended deadline for applications.
Emphasizing the overarching goals of promoting employment and nurturing local talent, the revised program prioritizes SMEs operating within the knowledge economy sector. This sector is recognized for its potential to drive innovation, boost expertise, and generate stable job opportunities throughout the country.
Companies participating in INSERT will now receive benefits equivalent to a percentage of the legally minimum wage for each new full-time, indefinite contract concluded in their businesses. This financial aid will be directly provided by ARCA for up to 12 consecutive months upon confirmation of ongoing employment.

Recognizing the need for equitable distribution, the overall funding allocation for INSERT will be proportionally distributed among Argentina’s provinces, taking into account the most current census data. This ensures fair access to INSERT regardless of location and supports balanced economic development throughout the country.
Meeting the Requirements for INSERT
To apply for INSERT, potential applicants must meet specific criteria and eligibility requirements, ensuring responsible program utilization and alignment with the program’s objectives.
- Hold a valid MiPyME certificate at the time of application.
- Maintain a headquarters or branch/subsidiary within the province where they are applying, and this domiciliation must be maintained during the benefit period.
- Newly hired employees must fall under full-time, indefinite contracts.
- New employee’s areas of expertise must align with the provisions of Law No. 27,506 and subsequent amendments.
