Akhannouch Chairs Meeting to Reform National, Primary Education Systems

Today, Wednesday in Rabat, Prime Minister Aziz Akhannouch chaired the meeting of the Ministerial Committee to lead the reform of the national and primary education system, in the presence of the Minister of Economy and Finance, Ms. Nadia Fattah, the Minister of National Education, Primary Education and Sports, Mr. Mohamed Saad Berrada, and the Minister Delegate in charge of the Budget, Mr. Fawzi Lakjaa. The meeting was devoted to tracking the implementation of the various programs of the road map for reforming the national education system 2022-2026, which focus on basic learning and strengthening Openness, citizenship, and achieving compulsory education, which is represented by doubling the percentage of female and male students in the primary school who are in control of basic learning, and doubling the percentage of female and male students who benefit from parallel school activities, as well as reducing school waste by a third in order to give a strong impetus to compulsory education.

Mr. Aziz Akhannouch stressed that the government, based on its belief in the centrality of education reform workshops and in implementation of the Royal Instructions, has taken all necessary legislative, regulatory, financial and institutional measures for the success of the road map, noting the pace of implementation of this map, which would advance the public school and enhance its attractiveness. He also appreciated the roles of Teaching staff and motivating them throughout their career path, in line with the contents of the government program. The Prime Minister also called for continuing to work on downloading all programs at the same pace, in order to make the national education system reform workshops successful and achieve a qualitative leap in the field of education.

For his part, the Minister of National Education, Primary Education and Sports, Mr. Mohamed Saad Barada, stressed that the government attaches utmost importance to the success of the reform in the education sector, and to achieve the school’s bet of equal opportunities, adding that the Ministry was keen to focus on the quality of employment and training and motivate the frameworks working in the sector. To ensure their continued involvement in public school reform.

During the meeting, it was noted that the total budget allocated to the Ministry of National Education, Primary Education and Sports moved, thanks to the political will of the government, from 62 billion dirhams in 2021, to 91 billion dirhams under the draft finance law for the year 2025, that is, an increase of more than 45%.

The progress achieved in implementing the program to expand and improve the educational offer for female and male students in primary, preparatory, and secondary education was also reviewed, as the percentage of beneficiaries of public primary education reached 80 percent, with a view to reaching 90 percent in 2026.

The progress of issuing the “Leadership Institutions” circular in primary and preparatory secondary institutions and raising the quality of learning in qualifying secondary education was also discussed, as the government aims, through this ambitious project, to restore the public school to the status it deserves, and also aims to infuse a new dynamism in the management of public educational institutions. Enabling professors to have solid training contributes to the success of this pioneering experiment.

After the results of the first year of piloting the “Pioneer Institutions” model in 626 public primary educational institutions in urban, semi-urban and rural areas throughout the Kingdom, during the 2023-2024 academic season, the tangible impact achieved on the level of learning of female and male students, and its contribution to bringing about a comprehensive transformation in The performance of these institutions; The Ministry succeeded in launching a pilot phase for leadership institutions in the middle secondary school, with 232 institutions during the 2024-2025 season, to be moved to 730 institutions during the 2025-2026 academic season.

It is worth noting that, for the 2024-2025 academic season, the scope of the “Pioneer Institutions” project has been expanded to include 2,626 primary schools, with the number of students benefiting for the aforementioned year reaching 1.3 million students, equivalent to 30 percent of primary school students.
