A contentious issue that has become a major point of debate within the community is the legal requirement regarding dog ownership. By law, it is strictly prohibited to walk dogs without a muzzle and a leash throughout the country. Furthermore, pet owners are responsible for maintaining public order and preventing any aggressive behavior from their pets. Although many individuals are aware of these regulations, compliance remains a challenge. Recently, concerned residents of Ivanovo reached out to our editorial team to voice their grievances. This alarming incident, captured on video and shared with us by local resident Svetlana Diabakte, unfolded on November 10. Svetlana, along with her neighbor and their children, enjoyed an afternoon out by the Embankment, bringing along a basketball to play with on the court. Suddenly, chaos ensued as an unleashed dog charged toward their game. Svetlana Diabakte: “At this moment, this fighting dog is running from behind the bushes from the bike path. She was just purposefully running towards the ball. In a split second, she seized the basketball, gnawed on it briefly, and then dashed off in pursuit of her owner.”
To the dismay of those present, instead of acknowledging the situation, the dog’s owner hastily rode away on his bicycle, leaving Svetlana in shock. Incredibly, the dog was neither leashed nor muzzled at the time of the incident. Svetlana added, “There are children here; we are on the playground. He ignored it and said, ‘the dog just wanted to play ball; I couldn’t account for children being around here.’”
As a result of this incident, not only children but adults alike were left shaken and fearful. The footage clearly reveals that the dog, resembling a pit bull, is often seen accompanying the man, who consistently rides a bicycle while the dog trails closely behind. Svetlana Diabakte: “We were in a state of stress for a long time. I simply wanted to enjoy a peaceful walk along the embankment. Regularly, especially when jogging along the embankment, many dogs come racing out, not just strays but also pets brought out by their owners, often without leashes or muzzles.”
The presence of dogs roaming the city without leashes or muzzles is a growing concern. For instance, in late August, a pack of dogs was spotted near School Number 14 in Ivanovo. Many of these dogs appear to be homeless. However, incidents of owner-controlled dogs attacking individuals, other pets, and even personal belongings are not uncommon. Several recent reports have highlighted such alarming encounters. In a notable case, a red dog, known by residents to be a frequent offender, was involved in a fight that resulted in damage to a woman’s coat and injuries to another pet. The owner, however, denied his dog’s involvement.
Given these concerning patterns, it is crucial to note the decree issued by the regional government on December 4, 2023, which outlines the responsibilities of pet owners. According to the decree, “Pet owners are obliged to maintain public order when walking dogs, suppress aggression on the part of dogs towards citizens and animals, prevent pets from causing harm to the life and health of citizens or their property, as well as the property of legal entities, including through correction of behavioral reactions of the dogs with the help of dog handlers.”
Moreover, laws at the federal level dictate the responsible treatment of animals. Notably, walking a potentially dangerous dog without a muzzle and leash is strictly prohibited unless the dog is in a fenced area owned by the animal’s proprietor. Walking dogs in public spaces should ensure maximum safety for people and their property.
On a related note, the mayor’s office has clarified that when it comes to stray animals, they operate under a specific protocol: “catch, sterilize, vaccinate, release.” In this case, Svetlana and her neighbor are preparing to file a complaint against the dog’s owner, and, following the release of our report, an investigation will be initiated.
