Institute a cornerstone of Canada’s dedication to the secure advancement and implementation of artificial intelligence technology
November 12, 2024 – Montréal, Quebec
As artificial intelligence (AI) technology rapidly evolves, it reveals both significant opportunities and serious challenges. The Government of Canada prioritizes ensuring the safety and ethical application of AI systems, as experts warn of increasing threats such as misinformation campaigns, cybersecurity vulnerabilities, and the risk of election interference. In response, the government is actively taking decisive measures to safeguard Canadians against the potentially detrimental effects of AI.
Today, the Honourable François-Philippe Champagne, Minister of Innovation, Science and Industry, unveiled the Canadian Artificial Intelligence Safety Institute (CAISI), a pivotal initiative aimed at enhancing Canada’s capacity to manage AI safety challenges. This launch not only marks a significant step toward positioning Canada as a leader in the safe and responsible development of AI technologies but is also part of a larger investment of $2.4 billion announced in Budget 2024, aimed at fostering responsible AI advancement among researchers and businesses across the nation.
CAISI will capitalize on Canada’s premier AI research ecosystem and its reservoir of talent to deepen the understanding of the risks linked to advanced AI systems. Additionally, it aims to drive the development of effective strategies to mitigate those risks. Building on Canada’s commitment to global cooperation as demonstrated through the Bletchley Declaration, CAISI will engage in collaborative efforts with safety institutes from other countries as part of the new International Network of AI Safety Institutes, which is set to convene for the first time later this month in San Francisco.
The establishment of the Canadian AI Safety Institute reflects the government’s comprehensive strategy to encourage safe and ethical AI development in the country. This strategy includes the proposed Artificial Intelligence and Data Act, alongside the Voluntary Code of Conduct on the Responsible Development and Management of Advanced Generative AI Systems.
By launching this institute, the federal government is taking significant steps to ensure AI safety and bolster public trust in this transformative technology. Cultivating trust in AI through responsible adoption is essential to safeguarding Canada’s competitive edge in AI innovation for today and generations to follow.

**Editor:** Thank you for joining us today, Minister Champagne. Can you tell us more about the vision behind the Canadian Artificial Intelligence Safety Institute?
**Minister Champagne:** Thank you for having me. The Canadian Artificial Intelligence Safety Institute, or CAISI, is founded on our commitment to ensuring that AI technologies are developed and used safely and ethically. As AI continues to evolve, we recognize the tremendous potential it holds, but we must also confront the associated risks, particularly concerning misinformation, cybersecurity threats, and potential interference in our democratic processes. CAISI will serve as a cornerstone for our efforts in navigating these challenges.
**Editor:** You mentioned the threats posed by AI advancements. How does CAISI intend to address these specific concerns?
**Minister Champagne:** CAISI will focus on research, policy development, and collaboration with various stakeholders, including academia, industry, and civil society. We aim to create frameworks that not only promote the development of AI technologies but also ensure their responsible use. We will also work on establishing best practices and ethical guidelines which will safeguard our democracy and the privacy of Canadians from potential misuse of AI.
**Editor:** Given the urgency of AI safety, how will the institute ensure timely responses to emerging threats?
**Minister Champagne:** Timeliness is indeed critical. One of the core functions of CAISI will be to monitor the landscape of AI technologies continuously. This will involve staying ahead of trends and threats by collaborating with international partners and leveraging expertise from multiple sectors. By fostering a dynamic approach that responds quickly to new insights and risks, we can better protect Canadians now and in the future.
**Editor:** Lastly, how does the creation of CAISI position Canada on the global stage regarding AI development?
**Minister Champagne:** Canada has always been a pioneer in technological advancements, and CAISI reinforces our leadership in the ethical use of AI. By committing to safety and responsibility, we set a standard for other nations. Our hope is that CAISI not only protects Canadians but also inspires global discussions on AI governance that prioritize the well-being of all citizens. Together, we can ensure that AI is a force for good.
**Editor:** Thank you, Minister Champagne, for your insights. We look forward to seeing the impact of CAISI in the months and years ahead.
