“In the face of military aggression in Ukraine, Lithuania‘s leadership in finding legal mechanisms to ensure Russia’s full responsibility is yielding results: the first arrest warrants have already been issued, but our country continues to actively participate in all international formats on this issue, paying particular attention to the issue of establishing a special international tribunal,” he said at the meeting. E. Dobrowolska.
As reported by the Ministry of Justice (MoJ), E. Dobrowolska noted that it is currently important to discuss the adoption of court decisions in absentia, as international law provides for such a possibility, she emphasized the importance of state support and consolidation of actions in ensuring international justice.
According to TM’s report, the meeting emphasized that the special tribunal should become a legal and authoritative mechanism of justice, able to effectively perform its work – to bring the representatives of the Russian political and military leadership to justice for the crime of aggression against Ukraine, therefore the contribution of each country in establishing it is important.
Also, as Ireland prepares to join the activities of the European Public Prosecutor’s Office (EPPO), Lithuania’s experience in this area, Ireland’s work in preparing the necessary legal framework, and adopting national legislation, were presented.
Ukraine, Lithuania and other countries in the region seek to have a special tribunal examine the crimes of Russian aggression, which would allow the leaders of the Kremlin to be brought to justice.

**Interview with E. Dobrowolska, Lithuanian Legal Expert**
**Interviewer:** Thank you for joining us, E. Dobrowolska. Lithuania has taken significant steps regarding Russia’s accountability in the ongoing conflict in Ukraine. Can you elaborate on what these first arrest warrants signify for international law?
**Dobrowolska:** Thank you for having me. The issuance of these arrest warrants represents a pivotal moment in international law, asserting that individuals can be held accountable for military aggression, even if they are not present in the court. This sends a strong message that such actions will not go unpunished, reinforcing the principle of justice on a global scale.
**Interviewer:** You mentioned the importance of establishing a special international tribunal. What role do you see this tribunal playing in addressing the situation in Ukraine?
**Dobrowolska:** A special international tribunal would provide a dedicated platform for addressing war crimes and other serious violations of international law. It would facilitate rigorous investigations, ensure fair trials, and ultimately contribute to a historical record of accountability. It’s crucial for both the victims and for deterring future aggression.
**Interviewer:** The Ministry of Justice has highlighted the need to discuss court decisions in absentia. Can you explain what that entails and why it’s significant?
**Dobrowolska:** Court decisions in absentia allow for legal proceedings to take place even when the accused are not present. This is significant because it ensures that justice can be served without being hampered by the lack of cooperation from the accused parties. It’s a vital tool in ensuring that perpetrators cannot evade justice simply by avoiding the courtroom.
**Interviewer:** Lastly, how does Lithuania’s leadership in this issue influence other nations’ approaches to accountability in international conflicts?
**Dobrowolska:** Lithuania’s proactive stance encourages other nations to also pursue legal mechanisms for accountability. It sets a precedent that highlights the importance of international cooperation and collective action in addressing issues of aggression. We hope to inspire a unified global response that prioritizes justice and human rights.
**Interviewer:** Thank you, E. Dobrowolska, for your insights on this crucial topic.
**Dobrowolska:** Thank you for the opportunity to discuss these important issues.
