Education: The Secret Sauce in Dien Bien Province
Hold onto your hats, folks! We’re diving into the riveting saga of education in Dien Bien Province! Yes, it’s that thrilling ride where everyone is acting like teachers are the new rock stars—who knew? Our cast of characters includes Deputy Ministers in polished shoes, and local bigwigs wielding flowers like they’re winning Oscars on Vietnamese Teachers’ Day. Cue the applause!
It turns out, chairman Le Thanh Do believes education is more than just teaching kids to read and write; it’s the golden ticket to getting Dien Bien out of the socio-economic snafu it’s in. But wait, plot twist—there’s a shortage of teachers in *foreign languages, music, fine arts, and IT*! They’re basically looking for unicorns at this point.
Participants in the Meeting | Role |

Nguyen Thi Kim Chi | Deputy Minister of Education and Training |
Le Thanh Do | Chairman of the People’s Committee of Dien Bien Province |
Lo Van Phuong | Chairman of the People’s Council of Dien Bien Province |
In this episode of “Let’s Fix Education,” we learn that despite socio-economic challenges making school dropouts more common than half-finished Chinese takeout, education remains a beacon of hope in Dien Bien. And may I say, a high admission rate to universities sounds impressive until you realize the actual enrollment is only 23%. I mean, if you can’t actually get the kids there, what’s the point, right? We might as well host a field trip to the moon!
Moving on to more serious business, the ministry has been busy drafting a new law to support teachers, which sounds like someone finally realized that teaching isn’t just about being a substitute for a real job! Speaking of jobs, the Minister had some heartfelt words, talking about collaborating to find a university fit for Dien Bien. Because nothing says “These are my qualifications” like a degree from a university that might not even exist yet!
And then, of course, there are the flowers. Can we just take a moment to appreciate that leaders were literally handing out flowers like it was a beauty pageant? It’s the stuff of romantic comedies: “And I’d like to thank my teaching staff for their hard work while accepting this bouquet from *insert random politician here*.”
So the moral of our little story? Investment in education is paramount. But if they hope to build a university there, they need to focus on the quality of their teaching staff rather than just fluffing numbers. But hey, maybe in the end, it’s not just about what’s taught, but how many flowers are presented!
As I resolve myself with these thoughts, I can only say: here’s hoping that educators in Dien Bien get the support they need to flourish, along with a hefty supply of flowers for the next Teachers’ Day! Cheers to the future, which hopefully involves schools where kids can actually learn something useful, like *how to avoid becoming a politician!*

Dien Bien believes that “investment in education is the most important”
During the session, Chairman Le Thanh Do highlighted significant updates regarding the local education system after two productive meetings with the Ministry of Education and Training. He emphasized the need for qualified teachers and experienced administrative staff to effectively implement the new 2028 General Education Program.
With the recent issuance of circulars by the Ministry of Education and Training regulating professional title standards, issues regarding grade transfer and promotion of teachers at the local level have been quickly resolved. However, Dien Bien still lacks many teachers in foreign languages, music, fine arts, IT… due to lack of recruitment resources.
Regarding general education, Dien Bien Province has always paid attention to improving the quality of education, including mass education and advanced education, with special emphasis on boarding and semi-boarding school system of ethnic communication. This locality is also preparing the conditions to successfully organize the end of secondary education examination for the 2024-2025 school year, the first examination of the 2018 General Education Program.
Regarding the draft law on teachers prepared by the Ministry of Education and Training, which was recently authorized by the Minister of Education and Training and submitted to the National Assembly for comments in the morning of November 9, the chairman of the People’s Committee of Dien Bien Province expressed his desire to participate. The law was quickly passed to provide a legal basis for the development of teaching staff, particularly in remote areas.
At the meeting, the Chairman of the People’s Committee of Dien Bien Province asked the Ministry of Education and Training to pay attention, evaluate the documents, and ask the Prime Minister to review and approve the policy of creation of the University of Dien Bien Phu.
According to Secretary of the Dien Bien Provincial Party Committee Tran Quoc Cuong, for various reasons, the socio-economic development indicators of Dien Bien are often low, but education is still a positive point of this locality. But while the rate of students admitted to universities in Dien Bien is quite high, the enrollment rate of students is relatively low (only about 23%) because they have to go to school too far.
Believing that “investment in education is the most important,” the Secretary expressed the hope that the Ministry of Education and Training will pay attention and support so that this locality can soon have a university educational institution. This institution should aim to produce high-quality human resources with appropriate specializations, and a deep understanding of local culture, customs, and characteristics to foster long-term job stability.
Calculate suitable models of higher education institutions for remote areas
Appreciating the preparations of Dien Bien province in developing the project to establish Dien Bien Phu University, Deputy Minister Hoang Minh Son acknowledged the complexities of setting up a higher education institution, noting that the key challenge lies not just in investment but also in securing a competent teaching staff.
“It is necessary to adequately invest in teaching staff, as this is the decisive factor for the future of a university,” said Vice Minister Hoang Minh Son. He urged the provincial leaders to carefully consider assembling a small, yet highly skilled teaching team and focus on the quality of the human resources that the school trains, rather than merely prioritizing the number of graduates.
Speaking at the meeting, Minister of Education and Training Nguyen Kim Son expressed his impression of Dien Bien Province, which, despite many difficulties and challenges, still remains a “bright spot” in the field of education. He highlighted the determination and dedication of provincial leaders in enhancing the educational landscape.
Regarding the establishment of Dien Bien Phu University, Minister Nguyen Kim Son requested that Dien Bien Province collaborate with the Ministry to develop a model of higher education tailored to the unique challenges of remote and isolated areas, ensuring that the training programs align with local demands.
Affirming that the Ministry of Education and Training will partner with Dien Bien Province to establish a university education institution catered to the enhancements needed in local human resources quality, Minister Nguyen Kim Son stressed the importance of sustainable operational strategies for the institution after its establishment. “It is a mistake to give birth and not be able to feed it,” the minister emphasized, highlighting the necessity of creating a self-sustaining educational environment.
