ALGIERS – Minister of Housing, Urban Planning and the City, Mohamed Tarek Belaribi stressed Thursday in Algiers the need to develop development plans for urban centers which will be built within the framework of AADL 3 , according to a new vision capable of improving the living environment of the population.
Mr. Belaribi made these remarks during a working session at the headquarters of the National Housing Improvement and Development Agency (AADL), in the presence of the Director General of AADL and his executives, in addition directors of town planning, architecture and construction from the wilayas of Algiers, Boumerdes, Blida and Tipasa, according to a press release from the ministry.
During this meeting, the file of AADL 3 in the wilayas of Algiers, Boumerdes, Blida and Tipasa was notably discussed as well as the aspect relating to the provision of land bases for these housing units and the examination of proposed development plans, notably involving the creation of spaces reserved for sporting and cultural activities with a view to strengthening social life, according to the same source.
In this context, the minister ordered the development of plans with a prospective vision based on a scientific study, aiming to equip urban centers with all the necessary public infrastructure, to distribute available spaces so as to create new areas, and to define the different places of activity so as to ensure the comfort of residents and facilitate their access to services, capable of increasing the attractiveness of residential neighborhoods and ensuring sustainability.
This complementarity of technology and scientific research offers an innovative and advanced approach for AADL 3 housing projects, guaranteeing an integrated living environment that improves the quality of life of subscribers to this program.
The minister ordered the directors to formulate four proposals for the development plans by defining the accommodation capacity of the housing, and to carry out a study on the nature of the soil. A thorough understanding of the ground situation will make it possible to determine the level of depth required for the foundations and the compatibility of the buildings with the study carried out.
The methods of connecting the poles to the various networks such as gas, electricity, sanitation and water networks, with the imperative of coordinating with the local authorities to determine the places of deposit of the excavated earth without hindering the speed of project execution, were also mentioned.
AADL 3: 252,000 registered in the wilaya of Algiers
On the occasion, the two design offices, namely the “National Center for Integrated Building Studies and Research (CNERB)” and the “Urban Design and Development Office (URBOR), – Blida -” , presented two coherent studies that align with the future vision of the AADL3 project, the press release added.
A presentation on the estimated financial envelopes for the various proposed development projects, with the development of a plan to overcome any obstacle to carrying out the work, was presented.
Concerning the registration operation for the AADL 3 program, a presentation was presented on the permanent control of the number of subscribers at the database level.
According to the data, 1,440,340 people were registered via the digital registration platform for the AADL 3 program. However, after launching survey operations at the level of the various national files to ensure the eligibility conditions of those registered via the digital platform, processing of files, this figure has been revised to reach 1024342 registrants spread across the entire national territory.
According to the press release from the Ministry of Housing, Urban Planning and the City, the number of registrants having been accepted in some wilayas as an example is as follows: Algiers 252000, Oran 86400, Blida 45500, Chlef 18184, Laghouat 3887, Batna 26619, Béchar 1403, Tlemcen 19315, Annaba 26 122, Constantine 36 245, Bejaia 20811, Ouled Djellal 533.
During the working session, the digital platform was also discussed, to ensure that it is ready to process the AADL 3 file, thus making it possible to contact subscribers with the aim of completing their registration files.
In addition to AADL 3, the aspect relating to the closure of the AADL 2 program was also raised, with a presentation of the figures concerning subscribers who have not yet received their housing or allocation titles.
The other subject of the meeting was devoted to the surplus of the AADL 2 program in the wilayas of Algiers, Boumerdès, Blida and Tipaza, according to the press release.
