As alleged in the indictment, between approximately October 2023 and May 2024, Owens was instrumental in facilitating bribe payments to public officials in Jackson. He acted on behalf of two undercover FBI agents posing as real estate developers, exchanging at least $115,000 and the promise of future financial benefits for their cooperation. Owens specifically instructed the so-called Developers on how to effectively secure the support of public officials through bribery, directing them to Mayor Lumumba, Councilman Banks, and former Jackson City Councilwoman Angelique Lee.
As part of the elaborate scheme, Mayor Lumumba allegedly received a $50,000 bribe from the Developers in return for leveraging his influence to assist with their proposed project in downtown Jackson. In coordination with Owens, the bribes were cleverly disguised as five separate $10,000 campaign-donation checks from various third-party individuals and entities, with Owens himself also involved. Following the plan laid out by Owens and Lumumba, the mayor laundered the funds through his campaign account prior to withdrawing a portion of the cash.
Additionally, the indictment reveals that Councilman Banks solicited a bribe of $50,000 in exchange for his supportive votes regarding the Developers’ project. Furthermore, the former Councilwoman Lee is alleged to have accepted various benefits comprising a $10,000 debt repayment, $3,000 in cash, and approximately $6,000 worth of luxury items as part of the bribery scheme to secure her support for the Developers’ proposed project.
In an intriguing development, on May 22, an FBI agent approached Owens, introduced himself, and inquired about his involvement in the bribery operations. During the questioning, Owens allegedly provided material false statements to the FBI agent.
Owens is facing several charges, including one count of conspiracy to commit federal program bribery, which carries a maximum prison sentence of five years, among others. If convicted, Owens could face substantial prison time for each of the various charges lodged against him, including multiple counts of bribery, money laundering, and false statements to federal officers.
Lumumba also confronts multiple charges similar to those faced by Owens, including conspiracy and federal program bribery, with corresponding severe penalties if found guilty. Each charge reflects the serious nature of the bribery allegations against him.
