Together, the KKE parliamentary group tabled an amendment on “Permanentization of all seasonal firefighters, 5-year firefighters and firefighters of the Special Unit of Forestry Operations – E.MO.DE.)”, with the first signatory being G.G. of the party, Dimitris Koutsoubas.
According to enikos, the amendment was submitted to the draft law of the Ministry of Health “Reformation of the institution of the Personal Physician – Establishment of University Health Centers and other provisions of the Ministry of Health”.
The amendment is as follows:
“At the end of Article 15 of Law 3938/2011 (Α΄61) a transitional provision is added as follows:
The five-year and seven-year (E.MO.DE) firefighters who serve in the Fire Department as well as the seasonal firefighters with a private law employment relationship who were employed during the 2024 fire fighting season at the time of this publication, are automatically included in the permanent fire personnel without requiring a new judgment.
The members have the same rights and obligations of the permanent firefighters as provided by the service regulations of the Corps and occupy organic positions, which are recommended by a presidential decree issued on the proposal of the competent Ministers, with the simultaneous abolition of an equal number of organic positions of the special category of five-year firefighters and seven-year term.
By a similar decree the rank of fireman is awarded and every detail is regulated for the implementation of the preceding paragraphs in relation to the yearbook and rank promotions.
In the event that for any of the above employees, it is established that there is an obstacle that makes it impossible to recruit him to the Fire Brigade, then this employee automatically joins the permanent staff of the Forestry Service in the field of prevention, guarding and protection of forest ecosystems or in the areas of civil protection services whose object is to deal with emergency situations arising from disasters due to floods, snowfalls, earthquakes, etc.

**Interview with Dimitris Koutsoubas, General Secretary of the KKE**
**Interviewer:** Good afternoon, Mr. Koutsoubas. Thank you for joining us today. Recently, the KKE submitted an amendment aimed at the permanent employment of seasonal and five-year firefighters. Can you elaborate on the motivation behind this proposal?
**Koutsoubas:** Good afternoon, and thank you for having me. Our proposal seeks to address a longstanding issue in the firefighting community. Seasonal firefighters play a crucial role during the fire season, often risking their lives to protect our communities. By granting them permanent status, we not only provide them with job security but also ensure that we have a reliable and experienced workforce ready to respond in emergencies.
**Interviewer:** The amendment was introduced as part of the draft law by the Ministry of Health. How does it align with the health sector’s current reforms?
**Koutsoubas:** While our amendment is included in a bill related to health reforms, it highlights the interconnectedness of public services. Firefighting is inherently linked to public safety and health. By strengthening the firefighting force, we indirectly support emergency response capabilities, which are critical to health services during crises.
**Interviewer:** Could you explain the specifics of the amendment? What would it change for seasonal and five-year firefighters?
**Koutsoubas:** Certainly. The amendment proposes that all seasonal firefighters and those with five-year contracts be automatically converted to permanent status. This means they will enjoy the same rights and benefits as full-time personnel without the need for a new evaluation process. This is a significant step forward in recognizing their contributions and securing their positions within the Fire Department.
**Interviewer:** What do you see as the main challenges in implementing this proposal, and how does the KKE plan to address them?
**Koutsoubas:** One of the main challenges is the government’s stance on employment policies. There is often reluctance to increase permanent positions due to budget constraints. We are prepared to advocate for this amendment vigorously, focusing on its long-term benefits, not just for the firefighters but also for public safety and community resilience.
**Interviewer:** In terms of public support, how has the response been to this proposal from both the community and other political groups?
**Koutsoubas:** The response has been quite positive. Many members of the community understand the value of a stable and permanent firefighting force. We anticipate support from other political groups that prioritize public safety, although we may face opposition from those favoring temporary contracts. Our goal is to build a broad coalition to make this a reality.
**Interviewer:** Thank you, Mr. Koutsoubas, for sharing your insights. We wish you the best of luck with this important initiative.
**Koutsoubas:** Thank you for the opportunity to discuss this critical issue. Let’s hope for a positive outcome for our firefighters and the communities they serve.
