Time to apply for rooftop solar

Time is ticking to open the application platform for rooftop solar with the subsidy even reaching 75% for households and farmers.

The aim of the Ministry of Environment and Energy is to enable 300,000 households and farmers to obtain their energy autonomy, to produce and store their own “green” energy and of course to reduce their electricity bills.

The total budget of the program is 200 million euros and the subsidy of the photovoltaic system reaches up to 75% for households and 60% for farmers.

It is divided into 4 categories
Beneficiaries are vulnerable households who will receive total subsidies of 35 million euros.
Citizens with an individual income of less than or equal to 20,000 euros or with a family income of less than or equal to 40,000 euros. The specific beneficiaries will receive a total of 85 million euros in subsidies.
Citizens with an individual income of more than 20,000 euros or with a family income of more than 40,000 euros who will receive total subsidies of 50 million euros.
Exclusively for professional farmers or special status farmers who will receive total subsidies of 30 million euros.
Essentially, everyone regardless of income can apply to be subsidized for the installation of photovoltaic systems on their home.

Special care is taken for vulnerable households with the allocation of 35 million euros exclusively for them, while a special bonus of 10% is foreseen for people with disabilities (PWD), single parents and families with many children. Vulnerable households are the beneficiaries of a social household tariff, upon submission of the application, according to the Register of Vulnerable Customers maintained by DEDDIE.

A basic condition for submitting an application is that the applicant has already concluded a Connection Agreement with DEDDIE but that the photovoltaic station has not been connected.

Each natural person can submit a single application, for a single residence – main or secondary – which has an active domestic electricity supply. In other words, you can also apply for your holiday home. Farmers can submit one application for their residence and only one application for agricultural electricity supply. In case of rejection or cancellation of the application, a new application is allowed, as long as there are resources available in that category. It is not allowed to cancel an application by the same applicant more than twice.

Justificatory
To ensure a sufficient audit trail and the payment of the grant to the beneficiaries, the Program Management and Implementation body must collect the following supporting documents:

Photocopies of retail transaction documents (e.g. indicative photocopy of Retail Sales Receipts/Sales Invoice for the cost of the subsidized equipment/materials and Service Receipts/Service Invoice for related installation work, study and supervision).
CE certificates and technical brochures for photovoltaics and battery.
Photocopy of bank transaction documents showing the payment of the amount paid by the beneficiary if the payment of the same participation was also required due to exceeding the maximum grant limits.
Responsible statement of the beneficiary of the project that the equipment used is new and unused and a detailed table with the SerialNumber of the materials used.
Copy of the certificate of completion of connection with DEDDIE.

Who are not eligible?
Beneficiaries who had submitted an income tax return in 2021 as non-residents are not eligible.
Beneficiaries who submitted a joint income tax return in 2021 are not eligible if the other member or dependent child of the return was resident abroad in 2021.
Dependent members who do not independently submit a declaration, i.e. are not obliged to submit their own individual declaration, may not submit an application for their participation in the Program.

Eligible expenses are as follows:

Supply and installation of photovoltaic, inverter, as well as accessory materials (panels, cables, etc.)
Base system supply and installation.
Supply and installation of a photovoltaic meter.
Supply and installation of storage system as well as accessory materials (panels, cables, etc.)
Fee for study – dimensioning of the system (Photovoltaic and battery) and its installation work.
