PT Nusa Dua Propertindo (PT NDP), a subsidiary of PTPN I in Region 1, is optimistic that the cleaning of the HGU area of 152 Sampali plantations covering 100 hectares and 34 hectares in the Bandar Khalifah plantation area, Deli Serdang, North Sumatra, can be completed by the end of 2024. Currently More than 450 houses that have been on HGU land have been cleaned after their residents received compassion from PT Ciputra.
According to PT NDP’s legal advisor, Sastra, the progress of clearing the 100 hectare area in Sampali Village is quite positive, because almost no problems have occurred between his party and the tenants or those who have built houses on the HGU land. “Quite positive,” emphasized Sastra.
Sastra also said that PT NDP management was optimistic about completing the clean-up of the area in Bandar Khalifah. “As expected by the Director of PT NDP, Iman Subekti, the cleaning of the 100 hectare and 34 hectare areas in Bandar Khalifah which are running simultaneously can be completely completed by the end of this year,” added Sastra.

In accordance with the cooperation agreement between PTPN 2 (currently PTPN I Regional 1) and PT Ciputra, 8,000 hectares of active HGU area will be managed jointly for various strategic purposes for the Deli Serdang area. Not only for residential areas, which include the former Helvetia plantation, the former Bangun Sari plantation, and the former Sampali plantation, the cooperation which is part of Presidential Decree Number 12 of 2011 includes the Mebesarro project which will prepare industrial, business, warehousing, and green areas. The RUTR of the active HGU area in collaboration with PT Ciputra has changed because it is no longer a plantation area.
“This is indeed a megaproject in North Sumatra. This will of course take a long time and be implemented in stages and comply with applicable laws and regulations,” explained Sastra.
Economically, this collaboration provides income for PTPN I through dividends handed over by PT NDP until 2023 amounting to IDR 96.32 billion. Not only for PTPN I, this collaboration will also clearly benefit various parties. The reason is that up to now, these HGU lands can no longer be maintained as plantation areas due to pressures for economic development for the community and local government, especially Deli Serdang Regency which is around the city of Medan. **Interview with Sastra, Legal Advisor of PT Nusa Dua Propertindo (PT NDP)**
**Editor:** Thank you for joining us today, Sastra. Can you tell us about the current progress in the clean-up of the HGU areas in the Sampali and Bandar Khalifah plantations?
**Sastra:** Thank you for having me. I’m pleased to report that the clean-up efforts in both areas are on track. In Sampali, we are clearing 100 hectares, and so far, the process has been progressing positively. We’ve successfully cleaned more than 450 houses previously built on HGU land, and the response from residents has been largely cooperative.
**Editor:** It’s great to hear that there have been no significant issues. What do you attribute this smooth progress to?
**Sastra:** I believe clear communication and compassion from our team have played crucial roles. PT Ciputra has extended compassion to the residents, which helped create a harmonious atmosphere during this transition. Everyone involved seems to understand the necessity of these clean-up efforts.
**Editor:** That’s encouraging. Can you elaborate on the timeline for completing the clean-up in Bandar Khalifah?
**Sastra:** Yes, our management is optimistic about the future. As emphasized by our Director, Iman Subekti, we aim to finish the clean-up of both the 100-hectare area in Sampali and the 34-hectare area in Bandar Khalifah by the end of 2024. We are committed to meeting this target.
**Editor:** What are the next steps for PT NDP as the clean-up progresses?
**Sastra:** Moving forward, we will continue coordinating with the residents and addressing any concerns they may have. Our goal is to ensure a smooth and respectful process while fulfilling our responsibilities regarding the land.
**Editor:** Thank you, Sastra, for your insights. We look forward to hearing more as the clean-up progresses.
**Sastra:** Thank you for having me. We’ll keep you updated.
