The Bidding Law must also be amended to ensure that capable contractors are selected and can construct quality, national projects.
The Chairman of the National Assembly noted that there is a need for a specific additional impact assessment report and additional data to demonstrate the urgency and practical problems of the proposed amendments.
The Chairman of the National Assembly also proposed to closely adhere to the provisions in Articles 12 and 146 of the Law on Promulgation of Legal Documents to submit to the National Assembly for consideration and approval of the Law project according to simplified procedures. “In the immediate future, we must supplement the draft decree detailing the draft Law according to regulations to make it clear. It is not the case that we promised before the National Assembly forum but did not drastically implement it.”

There is such pressure, but we must do it carefully and firmly,” the National Assembly Chairman stated.
