These are the five violations of Ipda Rudy Soik which were the reasons for his dismissal

East Nusa Tenggara Regional Police Chief (Kapolda NTT) Inspector General Daniel Tahi Monang Silitonga revealed five violations committed by former Kaur Bin Ops (KBO) Criminal Investigation Unit of the Kupang City Police Ipda Rudy Soik until he was finally sentenced to dismissal or dishonorable discharge (PTDH).

“That is what was heard and decided that Ipda Rudy Soik was not worthy of being retained as a member of the National Police,” said Daniel Tahi Monang Silitonga at a Hearing Meeting with Commission III DPR RI at the Parliament Complex, Senayan, Jakarta, today.

He said that the incident began when controlling police and policewomen who were suspected of committing ethical violations, namely entering a karaoke entertainment venue during working hours on June 25 2024.

From the sting operation (OTT), Propam found four members of the National Police at the time of the incident, namely Ipda Rudy Soik, former Head of Criminal Investigation Unit of the Kupang Police AKP Yohanes Suardi, Ipda Lusiana Lado, and Brigadier Jean E. Reke

“When they were arrested they were sitting in pairs doing entertainment, then drinking alcoholic drinks,” he said.

Regarding this incident, he said that the three members on trial received the trial decision in the form of an apology to the institution and special placement for seven days. However, Ipda Rudy Soik did not accept this and filed an appeal.

“His superior, the Head of Criminal Investigation Unit, who was also at OTT, admitted that it was a wrong act, but Ipda Rudy Soik fought back, even saying ‘I will fight anyone, including God’, that’s what I heard,” he said.

Ipda Rudy Soik, he said, was then given a burdensome decision and added to the previous decision because the judge considered that the appeal memory given was deviant and uncooperative, namely in the form of an apology and special placement for 14 days, as well as a demotion for three years.

Ipda Rudy Soik, he continued, again filed an appeal, and his sentence was actually increased again, namely in the form of increasing the demotion sentence from three years to five years.

He said that after the OTT incident at the karaoke place, Ipda Rudy Soik deliberately created conditions and situations to arrest people suspected of being in the BBM mafia.

“So in the morning he was caught, in the afternoon he immediately took his own initiative and submitted to the Police Chief a warrant for an investigation into the BBM mafia,” he said.

He then said, “It became funny in the research of the judges and examiners that the actions taken by Ipda Rudy Soik were only to frame that he was innocent, and always admitted that the actions in karaoke were in the context of anev (analysis and evaluation) fuel case.”

Then, he said that Ipda Rudy Soik also slandered the Propam members who handled the case, namely accepting deposits from BBM perpetrators.

“This Propam member also did not receive and make a police report, complained about Ipda RS and that was also processed, after being processed at trial, Ipda Rudy Soik did not admit to mentioning that, but there was a recording of it and in the end he was disciplined with the punishment being that the act was a disgraceful act,” he said.

During the process of examining the case, he said that Ipda Rudy Soik was found to have left his duties and was not in Kupang, NTT, but from the checks carried out he was in Jakarta.

He then said that Ipda Rudy Soik left the Propam investigation by not attending for three days in a row, making it difficult to continue the case.

“And it was examined again and a report was made on another disciplinary violation for not being on duty for three consecutive days, and it was decided that this was a violation of disciplinary law, a disgraceful act,” he said.

As for the latest violation, he added, Ipda Rudy Soik was deemed to have violated statutory provisions and/or standard operating procedures by installing a police line (Police Line) on a number of empty drums at a place suspected of storing illegal fuel in Kupang, NTT.

“That is the fifth case, a violation of the SOP which involves carrying out investigative actions without administration of the investigation and without procedures that are subject to action by the KKEP (Police Professional Code of Ethics Commission),” he said. (Ant/P-2)
