Guinea: the reasons given for the suspension of 54 political parties

The Ministry of Territorial Administration and Decentralization (MATD) announced this Monday, October 28, 2024 the temporary suspension of the activities of 54 political parties in Guinea, for a period of three months. This decision follows a series of shortcomings identified during the evaluation of the parties, in accordance with the law.

According to the MATD, these suspensions aim to ensure regularity and compliance with the legal obligations to which each political party must submit to operate legally.


The shortcomings observed include:
“1. Lack of valid approval: Some parties have not renewed or obtained the required approval to carry out their activities.
2. Non-communication of the list of members of the management body: Several parties have not provided the list of their leaders, essential to ensure transparency of their organizational structure.
3. Internal conflicts: Disagreements within the leadership body of certain parties prevent their proper functioning.
4. Lack of a bank account: Some parties do not have an official bank account in Guinea, a requirement of the law to ensure the transparency of their finances.
5. Non-annual accounting management: The law requires that parties keep annual accounts, certified by an approved firm and including the essential financial statements: balance sheet, income statement, cash flow table, and accompanying notes.
6. Absence of declaration of statutory modifications: Changes in the statutes or in the composition of the governing bodies of certain parties have not been notified to the MATD.
7. Unauthorized Application of Statutory Amendments: Certain statutory amendments or changes in direction have not received the required approval from MATD.
The parties concerned have three months to remedy these shortcomings. In the absence of regularization at the end of this period, the Minister of Territorial Administration and Decentralization could pronounce the definitive dissolution of non-compliant parties.
This measure aims to encourage transparency and good governance within political parties, while respecting the laws in force.”
