Franco-Swiss conference: human resources in the health sector

This Friday, October 18, health professionals, elected officials and administration representatives gathered in Paris at the Ministry of Health and Access to Care for a Franco-Swiss conference. The objective of this day dedicated to human resources in the health sector was to strengthen cross-border health cooperation between our two countries and meet the needs of the populations.

There exists specific needs of the French and Swiss populations in terms of medical needs and access to care on both sides of the border. Shortages of health professionals are a significant source of concern for both countries, also within border areas. It is in this context that the President of the Republic, Emmanuel Macron, announced, during his state visit to Bern in November 2023, the organization of this Franco-Swiss conference dedicated to to health human resources.

At the opening of the conference, Geneviève DarrieussecqMinister of Health and Access to Care underlined the importance of health cooperation which materialized in a bilateral agreement signed in 2016.

“Our two territories face challenges in the health field, particularly that of health resources. It is through dialogue and ever closer collaboration that we will respond. »

Lukas EngelbergerState Councilor of the Canton of Basel-City and President of the Conference of Cantonal Health Directors, emphasized the significant efforts that will be made in the coming years in order to increase the number of professionals trained in specifying:

“The common goal of our two countries goes well beyond the shortage of health personnel. Above all, it is about guaranteeing quality, accessible and adequate healthcare for our inhabitants in cross-border regions. »

Develop common thinking around human resources in the health sector

This conference allowed to bring together field experiences and expertise. It brought together central and territorial administrations, health insurance, but also doctors, nurses, caregivers, representatives of health establishments, statisticians, and elected officials from the two countries.

Three areas of work made it possible to draw up an inventory of human resources in the health sector in border areas, to present certain local initiatives intended to attract and retain health professionals, and to explore different avenues for strengthening French-French complementarities. Swiss. Prior to the discussions, the OECD intervened to present challenges linked to the shortage of health personnelby placing them in a European and global context.

This conference thus succeeded in identifying possible avenues of joint cooperation for both countries. A summary of these avenues will be shared with the participants. The co-presidents of the Joint Commission indicated that certain themes could be explored in greater depth, particularly in the area of ​​data and strengthening the collaboration of health observatories as well as in connection with digital health and new technologies.

France and Switzerland: cooperation already institutionalized

Franco-Swiss health cooperation is a reality. This is how there exists locally, on both sides of the Franco-Swiss border, different conventions reflecting this reality and the need to respond to local needs according to a population area logic. However, although these different forms of cooperation have existed for many years, the signing in Paris on September 27, 2016, of the cross-border health cooperation framework agreement between the two countries and its entry into force on October 1, 2019, gave a new dimension to relations between the two countries. It is notably on the basis of this agreement, which expresses solidarity between our two countries, that Switzerland, for example, welcomed several dozen French patients at the peak of the first wave of Covid-19.

This framework agreement provides for the establishment of a joint health commissionresponsible for implementing this framework agreement. This commission defined two main areas of work:

Flows of health personnel The integration of a healthcare offer between France and Switzerland.

It is within this framework of cooperation and this logic of action that this conference takes place. The conclusions resulting from this event will be examined at the next meeting of the Joint Commission planned. November 7 in Geneva.
