Through the special program “Save – Renovate for young people” those who were born from 01/01/1984 to 12/31/2005 will have the opportunity to “renew” – for example – their old ancestral residence and reside in it. Of course, in order to submit an application for membership, one must meet certain conditions.
When does the platform open?
The platform for receiving applications based on the relevant design will be opened next Wednesday the 18th of the month. It is a necessary condition that any intervention made through the program aims at primary energy savings of over 30% for each beneficiary/residential building, through the energy upgrade of at least 3 energy categories.
Right to participate in the Program have natural persons between the ages of 18 and 39 with a real right to an eligible residence.
For someone to receive the maximum grant amount of 24,750 eurosshould first join the “Save” leg of the program, then the “Renovate”, his expenditure should reach the maximum eligible budget and reside in a community of less than 2,000 inhabitants, as there is also a related “bonus” in this case .
For areas with a population of more than 2,000 inhabitants, the maximum subsidy rate reaches 19,875 euros for both “Save – Renovate” strands.
In order to cover the remaining percentage up to 100% of the maximum eligible budget (which amounts to 32,500 euros for both parts of the program) the interested party can apply for both an interest-free loan for the “piece” of “Save” and a low-interest loan of up to 7,000 euros in the context of “Renovate”.
Important note and that those interested cannot only join the “Renovate” program, they must also have joined the “Save” program.
So basic condition is primarily to apply for the ‘Save’ leg.
The right in rem (full ownership / usufruct / small ownership) of the applicant should exist in his reference year (tax year 2021) as well as at the time of application.
In case of free grant / rent in an eligible residence, the applicant (eligible as per the age criteria) should have full ownership / usufructuary right in rem (fee ownership is excluded).
To be eligible for the “Renovate” strand, the applicant (eligible according to the age criteria) should have a 100% full ownership / usufructuary right in rem (fee ownership is excluded).
What can be subsidized?
But which interventions are subsidized?
With regard to “Save”, the following categories of interventions are foreseen:
- Frames – shading systems – ventilation
- Thermal insulation
- Heating-cooling systems
- DHW supply systems
- Other saving interventions (smarthome, household electrical appliances)
Regarding the “Renovate” partrenovation works for bathrooms, kitchens, bedrooms, living rooms, etc. are planned, such as the supply and installation of tiles, sanitary ware, cupboards, internal doors and generally works that are not covered by “Excoionamo”.
Specifically, the program includes:
- Renovation of bathrooms and sanitary ware,
- kitchen renovation,
- Entrance door replacement
- Replacement and repairs of electrical installations
- Replacement and repairs of plumbing installations
- Coatings
- Replacement of floor surfaces
- Repairs of structural elements
Grant rates and income limits
The subsidy percentage in the “piece” of Exochonamo is staggered, depending on the applicant’s income category and starts from 40% (when it concerns use by another person) and reaches up to 75% (own residence), with a maximum eligible budget the amount of 22,500 euros.
The grant can reach up to 90%, given that for applications where the eligible residence is located in a Municipal Unit with a population of less than 2,000 inhabitants, an additional grant (bonus) of +15% to the stipulated grant rate is provided.
An interest-free loan with a repayment period of up to 6 years is also granted.
As far as the income limit is concerned, this is set at 50,000 euros for families, which practically means that anyone with higher incomes stays… out.
The grant percentage in the “Renovate” strand is horizontal for all 30%.
Here the maximum intervention budget has been set at 10,000 euros.
The income cannot exceed 20,000 euros.
If there are more co-owners in an eligible residence, or if the residence is used by another person, (another co-owner, free concession, rental), then the applicant (eligible according to the age criteria) must have a real right of full ownership / usufruct (fine ownership is excluded).
For applications where the eligible residence is located in a Municipal Unit with a population of less than 2,000 inhabitants, an additional grant (bonus) of +15% is provided to the prescribed grant rate, so in the Renovate “piece” the maximum aid amount can reach up to 45%. In other words, the amount of the grant in this case reaches 4,500 euros.
There is also the possibility of a low-interest loan of up to 7,000 euros, in order to supplement the expenses for the renovation of the residence.
Who are excluded from the program?
Only one (1) application can be submitted for each eligible natural person (for each applicant’s TIN). Only one (1) application must be submitted for each eligible residence of the current Program.
A residence, with an active application in one of the energy upgrade programs, “Home Savings II” and “Save – Autonomous” and “Save 2021”, does not have the right to submit to the current program.
An exception is the case of a participating Apartment “type B” Apartment application of the “Save – Autonomy” Program, for which it is allowed to submit an application as an individual apartment in the current Program.
It is not possible to apply for “Renew” only, while participation in “Save” is a condition for applying for “Renew”.
