Nadia Fattah Al-Alawi, Minister of Economy and Finance, revealed the broad outlines of the new draft finance law.
The 2025 Finance Bill includes a tax exemption conditional on Parliament’s approval, as compensation and supplementary retirement will be exempt from income tax, provided that his contributions are not deducted when determining the net taxable wage income, and that the duration of his contract is not less than eight years.
However, this exemption does not apply in cases of death or disability of the insured.
On a related topic, Fawzi Lakjaa, the Minister Delegate in charge of the Budget, revealed during his presentation of the draft finance law for the year 2025 before the Finance and Economic Development Committee of the House of Representatives, last Saturday, that the government intends to “create a new category of incomes subject to income tax.”
Fawzi Al-Qaja’ stressed that this measure aims to “subject all incomes and profits that do not fall within any of the five current categories of income subject to income tax, in line with best international practices.”
He added, “This new category includes incomes that were assessed within the framework of the procedure for examining the total tax status of private individuals, and whose source was not justified.”
The Minister included within this category “the winnings of games of chance in cash or in kind, whatever their nature, in addition to income and various gains resulting from operations aimed at making a profit, and not included within any other category of income.”
The government official highlighted that “the draft finance law for the year 2025 proposes to impose the obligation to withhold the tax at the source at the excise rate set at 30 percent, by the persons who pay the winnings of the aforementioned games of chance, or the credit institutions and bodies considered to be the same, or any person who mediates in the payment.” Winnings of online games of chance.”
