Energy upgrade: What programs are running

Four programs with a total budget of almost 800 million euros for energy and housing upgrades and equipment renewal are currently underway. It’s about the programs Save 2023“, “Save – Renovate” for young people, “Recycle – Change Water Heater” and Photovoltaics on the Roof which have already gathered significant interest from the beneficiaries who submit applications for participation.

“Save 2023”

The “Save 2023”, with a budget of 300 million euros, of which 60 million euros are allocated exclusively for vulnerable households, with the aim of combating energy poverty, it is the first subsidy program for energy upgrading of homes established by the State and announced with various variations since 2009. The application platform ( will open on June 12 and will accept applications until September 15. The subsidized interventions are:

  • Replacement of frames.
  • Installing/Upgrading thermal insulation.
  • Heating/cooling system upgrade.
  • Domestic hot water system (DHW) using Renewable Energy Sources (RES).
  • Other energy saving interventions (installation of an intelligent management system (smart home), intelligent electrical load management systems, intelligent heating/cooling control systems, intelligent remote control and monitoring systems).

Aid rates range from 40 to 75%, depending on the income of the person concerned.

“Save – Renovate for Young People”

The program “Save – Renovate for Young People” The program’s electronic platform has already been announced and will remain open until September 15. The program enables 20,000 young people between the ages of 18 and 39 to upgrade their energy efficiency and renovate their homes.

“Save – Renovate for Youth” is divided into two sub-sections:

“Save”, with a budget of 200 million euros, of which 40 million euros are allocated exclusively to vulnerable households, and concerns energy saving interventions, such as window replacement, thermal insulation, heating-cooling systems, hot water supply systems and smart home. The eligible budget per application in the Exochonamo section reaches up to 22,500 euros. The program covers from 45% to 90% of the amount of eligible energy interventions, while the remaining amount can be covered by an interest-free loan.

“Renovate”, the budget of which amounts to 100 million euros, includes renovation interventions, such as renovation of bathroom and kitchen areas, replacement of the entrance door, replacement and repair of electrical and plumbing installations as well as floors. For “Renovate” the eligible budget per application is up to 10,000 euros. The program covers up to 30% of the amount of eligible renovation interventions (ie up to 3,000 euros) while the remaining amount can be covered by a low-interest loan of up to 7,000 euros.

A basic condition for inclusion in the subsection “Renovate” is the mandatory inclusion first in the subsection “Save”.

“I Recycle – Change Water Heater”

The program’s online platform “I Recycle – Change Water Heater” ( opened on May 11 and will remain open until June 20. Through the program, it is estimated that 120,000 Greek households will receive a subsidy to replace energy-consuming electric water heaters with new solar water heaters, of modern technology. The benefit for them and for the environment, will be the reduction of at least 200 thousand tons of CO2 per year.It is also estimated that the electricity consumption for the use of hot water will be reduced by about 65%.

In order to receive the subsidy for the purchase of a new solar water heater, it is mandatory to retire the old water heaters, which must be functional.

The income limit per family member is 30,000 euros per year and the subsidy is up to 60% of the purchase cost of the new solar water heater. Installation costs are also included in the maximum grant amount for the beneficiaries.

Photovoltaics on the Roof

The “Photovoltaics on the Roof” Program opened on May 2 and the application submission platform ( will remain open until June 30, 2024 or until the available resources are covered. A basic condition for submitting an application is that the applicant has already concluded a Connection Agreement with DEDDIE but that the photovoltaic station. Households must also install a battery, while farmers are given the option of installing a photovoltaic station with or without a battery. The subsidy for the photovoltaic system starts from 45% and reaches 75% for households. The corresponding percentages for farmers are 40% – 60%, while the total subsidy of the photovoltaic system with battery can reach up to 16,000 euros for households and 10,000 euros for farmers.The total budget of the Program is 238 million euros, from resources of the Recovery and Resilience Fund.
