48 hours after the ruling of the Court of Rome which temporarily mortgaged the Italian-Albanian agreement on the detention of migrants in the two structures of Shengjin and Gjader, the migration issue inflames the political debate and beyond. An issue partly linked to bilateral laws and conventions, given that welcoming, hosting, retaining and rejecting foreigners costs several billion euros. A circumstance highlighted by a post published by the Fratelli d’Italia profile on .7 billion euros and the second which employed 1.8 billion. Money that has often made the business of the red cooperatives flourish, which have always been at the forefront of the dogma of hospitality at all costs.
Just think of the Karibu case of the relatives of the parliamentarian (elected with Avs and currently enrolled in the mixed group) Aboubakar Soumahoro: wife, mother-in-law and brother-in-law ended up in court in Latina because they were accused in various capacities of fraud in public supplies, fraudulent bankruptcy of assets ( due to distraction) and self-recycling. And again to the story of the former mayor Mimmo Lucano and his model Riace (Reggio Calabria), who ended up under the scrutiny of the magistrates: at first instance sentenced to 13 years and two months in prison, sentence overturned on appeal with acquittal by the majority part of the crimes and awaiting the ruling of the Supreme Court, scheduled for November 6th, for an episode of alleged forgery. The latest sentence for Lucano comes from the Court of Auditors. This is a tax damage of 780 thousand euros. Even more well-known is the legal case of Salvatore Buzzi and his 29 June, involved in the Mondo di mezzo investigation which brings to light the dynamics behind the management of state funds intended for reception centres.
Among the red coops scattered throughout the country, the Gus (human solidarity group) based in Macerata and the San Giovanni Battista foundation in Ragusa do not go unnoticed. Regarding the latter, it should be noted that the manager of the local CAS (extraordinary reception centre) Gaetano Scollo has been a municipal councilor of the Democratic Party in Comiso since 2013. Then there are larger entities such as the Matrix consortium which has offices in Gragnano, Vasto, Gorizia and the Benevento area.
There are hundreds of organizations dealing with the management of migrants, as is the number of facilities for foreigners present in the country. According to the latest data from the Ministry of the Interior, reported up to 2023, the total non-residential properties are 440, while those equipped with beds amount to 2,790. Being the owner of the building or former hotel where migrants are hosted is in most cases the condition that allows a coop to make a leap in business quality. The same goes for employees who in some cases are volunteers.
But how much does a migrant cost taxpayers on a daily basis? Around 35 euros for each adult and 45 for minors. Money that is given by the Prefectures to the coops through tenders. The services offered are often essential ones: cleaning, food, sheets and clothes. The asylum seeker is entitled to 2.50 euros per day, the rest is used to pay for structures, operators and indirect costs. Services which in more than one case are poor and inadequate. The cost of repatriating those who reach Italy is also borne by the State, but in this case the cooperatives are not involved. Finally, an act which concerns legal immigration, but which was recently modified due to a series of alleged irregularities, reported by Prime Minister Giorgia Meloni to the national anti-mafia prosecutor Giovanni Melillo: the flow decree. Many foreigners had obtained authorization for work reasons, few actually signed a contract.
