Information from the period 2021- the first semester of 2024 for minors who have been involved in criminal offenses, inside and outside school units, was transmitted to the Parliament by the Minister of Justice Giorgos Floridis, as part of the parliamentary audit.
The statistics were collected and compiled by the country’s 63 First Instance Prosecutor’s Offices and 19 Appellate Prosecutor’s Offices at the request of the Office for the Collection of Judicial Statistics (G.S.E.D.S.S.) of the Ministry of Justice and concern cases/files that include prosecutions brought by the respective First Instance and Appellate Prosecutor’s Offices against minors during the last three years and specifically during the period from 2021 to 2024 (first semester).
“From these cases, where possible, those related to violations of the KOK were excluded. In some, however, First Instance Prosecutor’s Offices (including the Athens and Piraeus Prosecutor’s Offices) it was not possible to distinguish the offenses related to the KOK. Therefore, it is possible to overestimate the total crime involving juvenile offenders in the reference period”, notes the Minister of Justice in the introduction.
It also states that the search for the place where the offense was committed (inside or outside the school unit) as well as the nationality of the accused (citizen – foreigner) was based on the application of corresponding keywords. There may, therefore, be no completeness in the statistical data concerning the aforementioned (place of execution and nationality) as this information is not strictly observed in all court files.
What do they show?
According to the data collected by the Prosecutor’s Offices and sent to the G.S.E.D.S.S., the cases involving minors, who have been accused of involvement in criminal offenses during the period from 2021 to and the first half of 2024 and have been charged, they amount to 35,559.
With regard to the question about the place where the offenses took place and specifically, whether the criminal offenses were committed inside or outside the school unit, it was possible to clarify this for 6,389 of the incidents, i.e. for 18%. For the remaining 29,170 cases, the place where the offense was committed was unknown, in the sense that the designation “inside or outside the school unit” for the specific case was not recorded in the database of the respective Prosecutor’s Office.
Referring, therefore, to these 6,389 incidents, with a known place of execution, it is established that the vast majority of them (6,257 incidents or 98%) were carried out outside the school units. While for the remaining 132 incidents (2%), the place of execution was within the school unit.
Finally, with regard to the nationality of juvenile offenders, based on the data sent by the Prosecutor’s Offices, this information is available for 15,093 cases. Of these cases, it is found that 80%, i.e. 12,043 cases with minor offenders, concern citizens, while 20%, corresponding to 3,050 cases, concern foreigners.
The information was forwarded to the Parliament following a question submitted by independent MP Dionysis Valtogiannis, following an incident of violence in Paleo Faliro. Among the questions raised by the MP was “how many minors in the last three years have been accused of being involved in criminal offences, inside and outside school units, and how many of them are foreigners”.
