The two-day meeting of the Council of Heads of Government of the Shanghai Cooperation Organization is starting from Tuesday in the capital of Pakistan, Islamabad.
To be held on 15 and 16 October Prime Ministers of seven member countries, Prime Minister of Observer Member Mongolia, Vice President of Iran, Foreign Minister of India and special guests from Turkmenistan will also participate in the meeting.
The seats in the Councils of Heads of Government are given alphabetically, followed by Pakistan and Russia. While Pakistan will chair the SCO Summit in 2026.
The mandate of the Shanghai Cooperation Organization summit is broad. In which the heads of the countries participate, while before that a meeting of the foreign ministers is also held.
But the meeting of the Council of Heads of Government is attended by the Prime Minister or the Foreign Minister and his mandate is limited.
Foreign Minister Ishaq Dar told media representatives on Sunday night that ‘Shanghai Cooperation Organization is ready to welcome all guests.
On behalf of India, their foreign minister will attend the meeting. 16 people will attend the meeting with each Prime Minister. We are determined to make this meeting as successful as possible. After many years, this kind of meeting is going to be held in Pakistan.
He said that the Prime Ministers of all the member countries except China will reach Pakistan on October 15. There will be around two hundred delegations while the media and other staff of all countries are apart from this.
Agenda of the Shanghai Cooperation Organization meeting
The agenda of the meeting of the Council of Heads of Government of the Shanghai Cooperation Organization is on socio-economic culture and humanities.
According to the Foreign Office, no political discussion will be held in this Council of Government Heads.
Political issues are also discussed in the Heads of State i.e. Summit meeting, but the Councils of Heads of Government discuss communication and people-to-people communication.
Foreign Minister Ishaq Darne also said in response to Independent Urdu’s question that the mandate of the meeting of the Council of Heads of Government in the Shanghai Cooperation Organization is limited, so it will have to remain on that. It will discuss public relations, railways, trade and cultural relations between the member countries.
When he was asked that ‘will there be discussions with India through this forum for the restoration of trade relations?’ So he said that this is a multi-member forum here and Pakistan as a host cannot ask any country for a bilateral meeting.
‘It depends on the visiting host countries as some countries have also asked for time for sideline meetings.
For this reason, the Prime Minister of China will arrive in Pakistan tomorrow. The Prime Minister of Russia has also asked for a sideline meeting in addition to the meeting.
Arrangements for security of SCO meeting
For the SCO Summit 2024, Islamabad Police has created a comprehensive and integrated security plan.
IG Islamabad Syed Ali Nasir Rizvi said in his statement that security duties have been finalized at venues, airports, routes and funnel areas, hotels and residences of delegations including Noor Khan Air Base.
He said that ‘search and information-based operations are going on. Along with the police, officers and men of the Ministry of Foreign Affairs, district administration, Pakistan Army, Rangers, FC, other provincial police, intelligence agencies, traffic police and special branch are performing their duties to ensure full security arrangements.
According to him: ‘93% force of Islamabad Police has been deployed for heavy security arrangements. More than nine thousand officers and men of Islamabad Police are performing their duties for the security of SCO Summit 2024.
The importance of the Shanghai Cooperation Organization?
The Shanghai Cooperation Organization is a major interregional organization spanning South and Central Asia. Which was formally established in the year 2001.
Earlier in 1996, there were five member countries of the Shanghai Cooperation Organization, also known as the Shanghai Five.

Early members included China, Russia, Kazakhstan, Kyrgyzstan and Tajikistan. When Uzbekistan joined in 2001, the name was changed from Shanghai Five to SCO.
Because at that time extremism was on the rise since 9/11, besides, America’s war against terrorism had also started in Afghanistan.
Therefore, initially the objective of this organization was to eradicate extremism and to rid the region of terrorism.
Later, strengthening of security and trade relations between member states and establishment of peace were also included.
In the year 2017, its meeting was held in Astana, where India and Pakistan were also included in the Shanghai Cooperation Organization as permanent members, and Iran has joined as a permanent member in July 2023, while Belarus has become a permanent member this year. After the number of member countries has now increased to ten.
Afghanistan and Mongolia are observer member states, but Afghanistan’s observer membership has been inactive since the establishment of the Taliban administration.
Apart from this, Nepal, Turkey, Azerbaijan, Armenia, Cambodia and Sri Lanka are dialogue partner countries.
