Venezuelan Dissident Juan Pablo Guanipa Secures IACHR Safeguards as Regime Crackdown Intensifies

On October 7, the Inter-American Commission on Human Rights (IACHR) adopted resolution 71/2024, in which it granted precautionary measures in favor of Juan Pablo Guanipa Villalobos, coordinator of the Primero Justicia (PJ) party, reported TalCual.

The resolution was made after considering that their rights to life and personal integrity are at risk of irreparable harm.

Since 2016, Guanipa has been the subject of intimidation, harassment and attacks, which worsened after the presidential elections of July 28, when he was subject to motorized persecution on August 3 and 28 by SEBIN agents. The harassment would have extended to various members of his family, leading to the closure of family businesses, the siege of his family home, and the annulment of passports, the IACHR explained.

Subsequently, Guanipa’s brother was detained on September 26 without being formally informed about the reasons for his arrest or his current place of detention. To date, the Venezuelan State has not provided relevant information about the case.

Evaluations

The IACHR, when evaluating the allegations, has urged the Venezuelan State to adopt measures to protect Guanipa’s rights, ensuring that he can continue with his political participation without being subject to threats, harassment or acts of violence in the exercise of these. In particular, the State must ensure that its agents respect the rights and personal integrity of the beneficiary in accordance with the standards established by international human rights law, as well as in relation to risky acts attributable to third parties, according to to the press release published on Wednesday, October 9.

Furthermore, the Commission demands that the State agree on the measures to be adopted with Guanipa and its representatives, and that it report on the investigative actions related to the reported events in order to avoid their repetition.

It is important to highlight that the adoption of this precautionary measure does not imply a prejudgment of a possible violation of human rights, but rather it is a preventive action to guarantee the safety of Guanipa.
