On October 10, the Hunan Provincial Government awarded merits and awards to Wen Xiaoyan, Yang Chao, Shi Yiting and other 20 athletes and coaches from our province who participated in the 17th Summer Paralympic Games, rewarding them for their tenacious struggle and courage in striving for the first place in the competition. , breaking the record with 12 golds, 2 silvers and 3 bronzes, the best result in the history of our province’s participation in the Paralympic Games.

This is an affirmation of hard work, a praise for achievements, and a reward for hard work. The booming sports industry for disabled people is also a microcosm of the comprehensive development of disabled people in Hunan.


Sports allow disabled people to “chase their dreams”

Chasing light and chasing dreams comes from strong support for the development of sports for people with disabilities.

At the 17th Summer Paralympic Games, in the medal list of the Chinese delegation, 8 of the 9 gold medals in the track and field running and jumping events were contributed by athletes from our province; 2 gold medals in the shooting event and 2 gold medals in the blind judo event Both gold medals were obtained by athletes from our province.

The achievements achieved at the Paralympic Games have written a touching story of “the body may be disabled, but life is not”. Behind the touching story is the steady and upward development process and powerful steps of sports for people with disabilities in our province in recent years.

In recent years, in order to implement the goal requirements of the Provincial Party Committee and the Provincial Government that “Hunan must become the most friendly province to people with disabilities, and Hunan people must become the most friendly group of people to people with disabilities,” Hunan’s sports work for people with disabilities has implemented in-depth implementation of the “Paralympic Games” “Operation Winning Glory” and “Operation for Rehabilitation and Fitness Sports for Disabled Persons”, etc., combined with Hunan’s actual situation, simultaneously carried out competitive sports and mass sports, and explored a development idea of ​​”combination of sports and education, three-level linkage, integration of disabled people and healthy people, and combination of competitive groups”.

In terms of competitive sports, Hunan Province continues to increase the selection and training of reserve forces for disabled people, and a number of outstanding athletes with international standards have emerged. They have competed in domestic and foreign competitions such as the Paralympics, Asian Para Games, and National Para Games. China shines brightly. In terms of mass sports, we innovate the mode of carrying out cultural and sports events for people with disabilities, actively create Hunan characteristics, integrate “Fitness Week for People with Disabilities”, “National Special Olympics Day”, “Cultural Week for People with Disabilities” and other activities, and creatively organize “Cloud Sports Meeting” for people with disabilities , vigorously develop mass sports for disabled people and protect the sports rights and interests of disabled people.

Equal and extensive fitness and sports services allow more disabled people to re-establish their self-confidence, enhance their ability to interact and communicate with others, and find the joy of life.


Caring makes disabled people “feel happy”

Xiao Zhaolian, an 86-year-old woman who lives in Jinkeyuan Community, Yuhua District, Changsha City, is a first-level physically disabled person and relies on a wheelchair all year round. Since the old community where she lives does not have an elevator, for 18 years, she could only use a wheelchair. The family struggled to carry the wheelchair up and down the stairs and in and out of the home.

Nowadays, through quality improvement, the community has built barrier-free passages, barrier-free parking spaces, low-level service counters, free rental points for assistive devices, barrier-free toilets, barrier-free electric stair climbers, AI intelligent sign language interpretation systems, etc., to provide services for people with disabilities Living at home provides important guarantees and conveniences, allowing dozens of disabled people in the community to go out at any time from being difficult to leave in the past.

Behind making people with disabilities “feel happy” is Hunan Province’s vivid practice of building a disability-friendly society and carrying out scientific planning and innovative services. For example, we will build seven major service platforms, including disability-friendly units, integration of medical, health and education, employment promotion, barrier-free environment construction, technological assistance for the disabled, centralized care for severely disabled people, and regular paired assistance, and coordinate the promotion of targeted rehabilitation services, special education improvement and other special projects. Action, focusing on building a “1+7+N” disability-friendly social construction system… The construction of a disabled-friendly society in Hunan Province has been fully affirmed by the China Disabled Persons’ Federation.

Put the most difficult groups at the highest priority and use the most powerful measures to solve the most pressing problems. At present, the creation of “disability-friendly units” is in full swing. More than 240 agencies, enterprises and institutions across the province have taken active actions. Disability-friendly communities, friendly hospitals, friendly campuses, friendly enterprises, etc. are booming. Disabled persons’ federations at the provincial, city and county levels visited 49,000 households with severely disabled people, raised 36.78 million yuan in funds and materials, and helped 15,700 disabled people with severe difficulties solve 24,000 difficulties and problems.


Support enables disabled people to become self-reliant

Liu Xiaoju, a 36-year-old native of Xinhua, is a person with level 2 physical disabilities and can only sit in a wheelchair all year round. In order to help her become independent, the local Disabled Persons’ Federation helped her learn Hunan embroidery. Today, Liu Xiaoju is an expert in Hunan embroidery and has won numerous national awards. Won good results in level and provincial skills competitions for disabled people.

Treat equal treatment as the best care and promote independence as the best support, so that disabled people can have a greater sense of gain, happiness and security. In 2023, 18,000 new urban and rural disabled people will be employed throughout the year, 3,023 disabled people will be supported to start their own businesses, and the employment rate of disabled college graduates will reach 94%. Party and government agencies and public institutions have taken the lead in recruiting (employing) disabled people and achieved major breakthroughs. In 2024, the province will recruit 100 disabled civil servants in a targeted manner, which is the highest in the country.

Since 2023, more than a dozen work experiences of Hunan Province’s disabled people’s employment and entrepreneurship, technological assistance to the disabled, and centralized care of severely disabled people have been promoted nationwide as typical examples.

The person in charge of the Hunan Provincial Disabled Persons’ Federation said that in the future, we will adhere to the construction of a disabled-friendly society as the main focus, strive to improve the social security system and care service system for disabled people, and focus on the employment and entrepreneurship of disabled people, technological assistance to the disabled, and barrier-free environment construction and other key tasks, promote the comprehensive development of the cause of disabled people in the province and the common prosperity of disabled people, effectively improve the livelihood and well-being of disabled people, and strive to enable every disabled person to pursue their dreams and feel happiness.
