Leadership Rebirth in Maracaibo: Adrián Romero Charts a New Course

The Municipal Council of Maracaibo (Zulia) appointed lawyer Adrián Romero Martínez as mayor in charge during an extraordinary session, held on October 10. The decision is made after arrest of the city’s mayor Rafael Ramírez on October 2 for alleged corruption crimes.

The procurator trustee, Víctor Velasco, was present at the meeting; the comptroller of the Municipal Comptroller’s Office of Maracaibo, Antonio Bermúdez; the first lady of the city, Vanessa Linares de Ramírez; and general public. The 13 councilors debated and 8 voted in favor of Romero, who was nominated by Councilor Elizabeth Martínez.

“I want to propose a man of integrity, full of a lot of love for the city, a man who I am sure will not only continue with Mayor Rafael Ramírez, but who will demonstrate what we Marabinos who want to see are made of.” our city clean, we want to see our city shiny (…) That man is Adrián Romero,” Martínez said.

According to Union RadioOf the 13 councilors, nine are from the opposition and four are from the government. The official councilors and a councilor from the Un Nuevo Tiempo (UNT) party saved their vote.

Who is Adrian Romero?

Adrian Romero graduated in Law from the University of Zulia. In recent years he has held various positions in the municipal administration. During his tenure in the Mayor’s Office, Romero served as Mayor of Maracaibo during the period 2008-2012.

The official also served as director of the Municipal Institute of Urban Cleaning (Imau), and of the Monumental Plaza Para Todos. In February 2024, Rafael Ramírez appointed him director of the Municipal Institute of Urban Cleaning (IMAU), a position he held until his appointment as acting mayor.

Romero will take over as municipal authority amid tensions after Ramírez’s arrest. The ruling party indicated during the session that the entire Mayor’s board is under investigation.

Arrest of Mayor Rafael Ramírez

Rafael Ramirez Colina He was arrested on October 2 and, the next day, the Public Ministry indicated that he would be accused of “serious irregular acts” related to corruption.

Through a statement, the Prosecutor’s Office indicated that Ramírez Colina and other collaborators would be presented before a court to be charged with “serious irregular acts.”

“Based on sufficient elements of conviction and reliable evidence collected in investigations carried out in coordination with the National Anti-Corruption Police,” indicated the MP text.

In addition, a prosecutor specialized in the matter was appointed to process the alleged complaints against officials assigned to the Maracaibo Mayor’s Office for crimes provided for in the catalog of criminal types of the Anti-Corruption Law.

According to the mayor’s wife, he was prohibited from private defense during a hearing at the headquarters of the Bolivarian Intelligence Service (Sebin), in which his deprivation of liberty was ratified.

Vanessa Linares, wife of the mayor of Maracaibo, Rafael Ramírez Colina, denounced on October 8 that some workers at the Mayor’s Office of the capital of the state of Zulia are experiencing a “climate of persecution and intimidation.”

“In recent days, councilors, directors and career staff of the Maracaibo Mayor’s Office have experienced a regrettable climate of unlimited persecution and intimidation,” Linares said in a video published on his X account.
