Tayazuapé’s Tides of Change: MOPC’s Visionary Flood Defense Strategy Takes Shape in Capiatá

Asunción, IP Agency.- With the aim of offering a comprehensive solution to flooding problems, the Ministry of Public Works and Communications (MOPC) launched the tender for the construction of a storm sewage system at km 16 of route PY02, in the area of the Tayazuapé stream, city of Capiatá, department of Central.

Proposals from interested firms will be received on October 23, 2024 at 09:00 at the MOPC single entry table, located at Oliva corner Alberdi, ground floor. The opening of envelopes will take place at 09:30 on the third floor, in the assembly hall.

Phases to execute

The call, with an estimated investment of G. 3,762,917,701, seeks to implement a comprehensive hydraulic solution that will be developed in four main phases.

First, a collection system will be established that will include drains with grates strategically located on the cross street, where the flow of water from the piped stream that crosses the Box company property converges.

Secondly, the infrastructure will include rectangular galleries specifically designed to transport the captured water to the Tayazuapé stream, bordering the municipality of San Lorenzo, crossing the property of the Fortis company.

The project design also optimizes the use of the Fortis parking area for the installation of the conduit structures, minimizing the impact on daily operations.

As for the system, a controlled discharge to the Tayazuapé stream is contemplated, with galleries sized to efficiently handle the large flow that occurs, especially on rainy days.

A hydraulic solution to the problem

The viability of the proposed solution was exhaustively evaluated from a hydraulic point of view, confirming its ability to manage flows without affecting the surrounding areas.

The initiative will require close coordination with Fortis owners to minimize the impact during the construction phase, the MOPC reported.

The works will be executed rigorously following the specifications of the Paraguayan Highway Manual – 2019 Revision. The winning company must provide all the necessary equipment, tools and personnel, present complete technical documentation, including an As-Built plan (documents that reflect how it was actually built. a project, as opposed to the original or design drawings), prepare detailed final calculations and provide maintenance manuals, all included in your final financial offer.

The validity of the contract will extend from its signature until the final receipt of the works, with continuity subject to budget availability for fiscal years 2025 and subsequent years.
