“The cost of poverty for public authorities” amounts to just over 118 billion euros per year, according to the study published this Wednesday, October 9 by a collective of associations including Action Against Hunger, the Abbé-Pierre Foundation, Emmaüs, Petits Frères des Pauvres and Secours catholique.

The sum is divided between 51 billion in direct expenditure, mainly in social benefits, 39 billion “additional costs” in health, education or justice in particular and 28 billion in lost tax revenue, according to the study presented by the Alerte collective, which brings together 34 associations.
In 2022, 9.1 million people were in a situation of monetary poverty, that is to say they had monthly income below the poverty threshold, i.e. 1,216 euros for a single person, according to the National Institute of Statistics. This number represents 14.4% of the metropolitan population.
“A virtuous effect for public finances”
The study “shows that there is a positive economic impact” to fight against poverty, said the president of the collective, Noam Leandri, who underlines that in the midst of the political debate on the reduction of the debt, “if we don’t touch political leaders in the heart, we must touch them in the wallet”.

The study, carried out by the consulting firm Oliver-Wyman, is moving forward “that an additional public investment of the order of 8 billion euros per year on average over ten years, in addition to its direct impact on the reduction of poverty, could in return create a virtuous effect for public finances”. These investments would be divided between support for households, return to employment and housing problems.
This publication comes as the government’s presentation of its 2025 budget proposal aimed at reducing the public deficit is expected on Thursday. To achieve this, he counts reduce public spending of more than 40 billion euros and garner new tax revenue of around 20 billion euros.
