Apple Unveils Ambitious IDR 1.71 Trillion Blueprint to Revolutionize Indonesia’s Digital Landscape

Technology giant Apple has not yet fully realized its investment promise in Indonesia. Of the investment commitment of IDR 1.71 trillion in Indonesia, the company from the United States (US) has only realized an investment of IDR 1.48 trillion.

This means that there is an investment of IDR 240 billion that has not been implemented. This causes Apple to be unable to sell its newest product, the iPhone 16, in Indonesia.

For information, Apple chose an innovation-based investment scheme and built the Apple Developer Academy to meet the 40% Domestic Component Level (TKDN) requirement.

“The TKDN certificate extension is still waiting for additional investment realization from Apple because Apple’s investment realization was only recorded at IDR 1.48 trillion, which is relatively small compared to the products they brought to Indonesia from the commitment between Apple and the government, namely IDR 1.71 trillion,” “So there is still a gap of around IDR 240 billion,” said Minister of Industry Agus Gumiwang at the P3DN National Team Working Meeting at the Kempinski Hotel, Central Jakarta, Tuesday (8/10/2024).

It is then hoped that Apple will not only build an academy in Indonesia to fulfill the TKDN requirements. This is based on discussions with the Deputy for Tourism and Creative Economy of the Coordinating Ministry for Maritime Affairs and Investment (Kemenko Marves), Odo Manuhutu.

It is hoped that Apple will be able to establish a research and development center, because if it only builds schools, the Indonesian government can actually do it. This, said Agus, is in order to fulfill the principle of justice for investors who invest their capital in Indonesia.

“Earlier, Mr. Odo asked me to talk to Apple about not just forming an academy, don’t just form a school because Indonesia is also capable of forming schools, but we encourage Apple to set up R&D in Indonesia,” explained Agus Gumiwang.

For information, regulations for fulfilling TKDN are regulated in Minister of Industry Regulation 29 of 2017 concerning Provisions and Procedures for Calculating the TKDN Value of Cellular Telephone, Handheld Computer and Tablet Computer Products. Agus said the government provides flexibility through three schemes to fulfill TKDN.

Firstly through a manufacturing scheme, secondly through an application scheme, and thirdly through an innovation scheme. Apple then chose the third option, although according to the Minister of Industry, the manufacturing scheme was the most ideal. If Apple chooses a manufacturing scheme, the technology giant from the United States must make its products in Indonesia.

“I would like to convey that in my opinion Permenperin 29/2017 is still light on several companies. And I hope that in the future, whoever will become Minister of Industry, we must immediately revise Permenperin 29/2017,” he concluded.
