Asunción, IP Agency.- Representatives of the Ministries of Public Works and the Environment, as well as the Pacific Consortium, met with the authorities of Mariscal Estigarribia to coordinate the design of the city’s Territorial Urban Planning Plan (POUT) around the third section of the Bioceánica, route PY15.
The meeting, held at the municipal headquarters with the participation of Mayor Víctor Díaz, aimed to present the responsible technical team and agree on joint actions for territorial planning.
The POUT will include zoning maps with social, environmental and economic criteria for each municipality affected by the work, reported the Ministry of Public Works and Communications (MOPC).
Training workshops will be held for municipal officials and the Municipal Board. In addition, consultations will be carried out in indigenous communities following the protocol established by Decree No. 1,039/18.
Interinstitutional Table
With this initiative, which is part of the Environmental and Social Technical Specifications (ETAS), the MOPC seeks to guarantee the development of cities, addressing social, economic and biodiversity conservation needs.
As part of this process, an inter-institutional POUT table will be activated in coordination with the municipality and other key actors in the area, to develop a general work plan, define the methodology, distribute tasks and establish a global schedule of activities.
A strategic work
The PY15 route project, which will connect Mariscal Estigarribia with Pozo Hondo in the department of Boquerón, is part of the Bioceanic Route and is divided into four lots awarded to different consortia. Lot 1 is in charge of the Pacific Consortium; Lot 2, from the Chaco del Norte Consortium; Lot 3 is executed by CDD Construcciones SA; and Lot 4 is the responsibility of the TCR Consortium.
In total, approximately 224 kilometers will be paved, of which 220 correspond to the main corridor. The remaining kilometers will be allocated to road improvements in Mariscal Estigarribia and Pozo Hondo, including accesses, urban crossings and collectors.
The contract for the work has a total duration of 10 and a half years, including the design, construction and maintenance stages. All this financed by the Financial Fund for the Development of the La Plata Basin (Fonplata).
The construction of the PY15 route represents a significant step in the consolidation of the Bioceanic Road Corridor, an international highway that promises to boost economic development and regional integration in the heart of South America.
